Contractual Recruitment Abolished In Odisha: Govt Issues Notification, See Details

Bhubaneswar: A day after announcing abolition of contractual recruitment, the Odisha government on Sunday issued a notification to scrap the system to make provisions for regularising over 57,000 contractual employees.

A notification in this regard has been issued by General Administration and Public Grievance Department.

The move was announced by Chief Minister Naveen Patnaik in an address to the people after the cabinet decision on Saturday evening. The Chief Minister had said that the government will spend around Rs 1,300 crore per annum while regularising the contractual employees.

The Odisha group B posts (Contractual Appointment) Rules 2013 and group C posts as well as group d posts (Contractual Appointment) Rules 2013 were repealed to provide special regulations to regulate the services of the employees appointed on a contractual basis.

Following are the special provisions as stated in the notice:

  • On such regular appointments, the pay of such employees shall be fixed by way of granting notional increments considering the date of their contractual appointment.
  • The employees who have been regularly appointed in the service after completion of six years of service under the respective Contractual Rules shall be allowed for fixation of their pay as on the date of commencement of these rules by way of granting notional increments considering the date of their contractual appointment.
  • The employees whose services have been so regularised shall be allowed service benefits like promotion etc. in the cadre on the notional basis to which they would have been entitled as per rules, had they been recruited on regular basis.
  • On commencement of the rules, the employees shall be assigned seniority in the cadre to which they would have been entitled as per rules, had they been recruited on regular basis.

It is pertinent to mention here that thousands of contractual employees working in different government departments had staged a massive demonstration in September, demanding total abolition of the contractual appointment system in the state administration.

On October 13, the Odisha Government Contractual Employees Association (OGCEA) claimed that the CM had promised to abolish the contractual appointment rules within a month following a discussion.
