Govt Follows Top-Down & Bottom-Up Model To Root Out Corruption, Says Odisha CM

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Saturday said his government has adopted zero tolerance policy towards and called upon the district collectors and SPs to act accordingly.

Speaking on the concluding day of the two-day conference of the collectors and the SPs in Bhubaneswar, the chief minister said they might find it awkward to adopt to the working style of the new government as they have been used to a kind of administration for the last 24 years. At the same time, they are highly efficient and professional administrators and hence they should not face difficulties in realising his government’s aims and visions, he added.

“In order to fulfil the people’s hope and aspirations, corruption at any level of the administration cannot be tolerated. The government officials from Secretariat to grassroot level are capable of preventing corruption and can do it. The government has adopted top-down and botttom-up model for the purpose,” he said.

“Transparent administration, quick decisions and implementation, accountability, social justice and inclusive governance were five basic principles of the government. The officers should execute their responsibilities on the basis of these five fundamental guidelines,” the chief minister said.

Stressing on optimum utilisation of technology, Majhi called for minimum human interface to ensure clean and transparent administration. Citing some examples, he said Go-SUGAM and SAFAL portals can be used in the administration for maximum benefits of the people.

On citizens interface, he said, “We need to improve interaction between the people and civil society. The involvement of civil society in local administration needs to be encouraged.”

Stressing the accountability, the chief minister said the officials are not prepared to take the responsibilites now-a-days. “In case of any issues, they continue to pass the parcel. This will not be tolerated any more. The government is prepared to extend all possible human resources and infrastructure to make the administration accountable to the people,” he added.

On social justice and inclusive governance, the chief minister said his government aimed at reaching the benefits of its schemes and programmes to the last man in the line. “Following Prime Minister Narendra Modi’s principle of ‘Sabka Saath, Sabka Biswas and Sabka Prayas’, our government will work for all sections of society irrespective of caste, colour, creed, religion, language and party affiliation,” he said.
