Cuttack: The Orissa High Court on Thursday lifted the interim stay on the release of Odisha Civil Services 2021 results while hearing the petition of the Odisha Public Service Commission (OPSC).
The Single Judge Bench of Justice Aditya Kumar Mohapatra, however, asked the recruiting body to reserve a seat for the Divyang candidate, who had filed a petition for not being allowed to attend the ‘personality test’.
While giving interim relief to the candidate, Satish Kumar Panigrahi, Justice Mohapatra on July 21 said, “Opposite Party No.2 shall allow the Petitioner to participate in the personality test which is going on at the moment. However, the result of the recruitment shall not be published without leave of this Court.”
Maintaining that the interim stay on releasing the results would affect hundreds of other candidates, the OPSC filed an interim petition in the court, which then made changes in its earlier order and asked it to not make any appointment for this reserved seat without its permission.

Panigrahi had applied for the OCS Exams-2021 under the PWD category along with disability certificate issued by the medical authority concerned, indicating therein that he has 40% temporary disability. However, the OPSC did not allow him to further participate in the recruitment process and he was not allowed to appear in the ongoing personality test.
Being aggrieved by the decision of the OPSC, barring him from taking part in the final test of the examination, the petitioner filed a writ petition in the HC. The OPSC was then not only asked to allow Satish to participate in the personality test, but also constitute a medical board for him and submit his fresh disability certificate in the court by the next date fixed in the first week of September.
