Cuttack: In view of the ongoing flood situation, the last date for affixing High Security Registration Plates (HSRP) on the old vehicles in Odisha has been extended.

The last date for fixing the HSRP for the vehicles, registered before April 1, 2019, and having Odisha registration and registration numbers ending with 1 and 2, has been extended from August 31 to September 30.

In a press note on Thursday, Dipti Ranjan Patra, Joint Commissioner, Transport, Technical said no e-challan will be issued, no fine collected and no penal action taken against any old vehicle registered prior to April 1, 2019, for plying without HSRP till September 30.

The law enforcement agencies will enforce the fitment of HSRP on the old vehicles carrying Odisha Registration Mark and Registration Number ending with 1, 2, 3 & 4 from October 1. “In case of the vehicle not affixed with HSRP within the scheduled date, e-challan will be issued against the offending vehicle and attract fine of Rs 5000 or Rs 10,000 under Section 192 of MV Act, 1988 as the case may be,” Patra said.

The timeline for affixing HSRP for other series of vehicles remains same. Vehicle owners shall have to take necessary steps to get the HSRP affixed on their vehicle as per timeline given below:

In accordance Central Government amended Rule 50 of CMVR, the Transport Department has made affixation of HSRP mandatory since June 1 for old vehicles, which were registered prior to April 1, 2019.

In Odisha, the vehicle owner can book for fitment of HSRP and make payment for the purpose through online portal authorised by the OEMs to maintain transparency and prevent excess charging from the vehicle owners. The portal authorised by the OEMs offers the facility to the vehicle owner for selection of any location and date for affixing of HSRP as per their convenience.

Patra further said, “As on August 24, a total of 7, 06,215 vehicle owners have booked slot, out of which HSRP has been affixed in 4,08,680 vehicles.”
