Odisha Govt Issues Guidelines For Sanction Of Study Leave & Salary To Doctors

Bhubaneswar: The Odisha government has issued a set of guidelines for sanctioning study leave and salary payment of medical officers of OMHS cadre.

In a letter to chief district medical and public health officers (CDM & PHOs) in the state on Wednesday, Shalini Pandit, secretary, Health and Family Welfare department, said the following guidelines need to be followed by the in-service medical officers under Odisha Medical and Health Services cadre:

  • While relieving the regular in-service doctors for undergoing PG study, the relieving authority has to intimate the medical officers that he has to submit an application to the authority of the institution where he is pursuing PG study for forwarding the absentee statement to the CDM & PHO each month for drawal of their salary.
  • The relieving authority has to intimate the authority under whom the medical officer will pursue study, to submit the absentee statement of the doctor each month to the CDM & PHO for drawal of their salary during the PG study period.
  • The CDM & PHO will submit the list of doctors relieved for PG study along with their date of joining in the institution and the original bond for the PG study period to the Department for sanction of the study leave.

Besides, the in-service doctors have to submit an undertaking in an affidavit to the CDM & PHO mentioning whether he would receive salary or stipend from the institution where he is pursuing PG study in lieu of salary of OMHS cadre.

In case of discontinuance of the PG study, the doctor has to refund the entire salary received for the study leave period, the letter stated.

It may be noted that the government had clarified last month that the doctors serving in government hospitals are entitled to take study leave during first 5 years of their service. The clarification was issued after some PG and Post-PG medicos expressed their concern regarding study leave.
