Senior IPS Officer From Odisha Rashmi Ranjan Swain Appointed DGP Of J&K

Bhubaneswar: The Ministry of Home Affairs has appointed Rashmi Ranjan Swain, an Odisha-born senior IPS officer, as Director General of Police (DGP) of Jammu and Kashmir.

“With the approval of the competent authority R R Swain currently holding the additional charge of DGP J&K, is hereby appointed to the post of DGP of J&K with effect from the date of assumption of charge and till 30-09-2024 or until further orders whichever is earlier,” read the MHA’s Wednesday order.

The senior IPS officer of 1991 batch has been serving as in-charge DGP of the union territory since November 2023 in the wake of the superannuation of incumbent Dilbag Singh.

Swain was earlier posted as special DG CID, police chief of Jammu as well as Srinagar cities and had an extensive tenure of 15 years on central deputation.

He hails from Roukela city in Odisha.

According to reports, Swain served as SSP in the capital cities of Jammu and Srinagar from 2003 to 2004. He was also the SSP Jammu for a while. He has also held the positions of SSP Leh, Poonch, and Ramban. He was posted with J&K Vigilance agency from 2004 to 2006 as Assistant Inspector General and Deputy Inspector General of Police. Subsequently, Swain went on central deputation, serving in many roles, including a posting abroad reserved for exceptional officers due to their skill in their particular domains.

Following a request by the J&K government to the Centre for the use of his services, Swain was repatriated to the home cadre in June 2020. He took over as J&K’s intelligence chief on June 15 that year. He is credited with the creation of the State Investigation Agency (SIA) in J&K on the lines of the National Investigation Agency (NIA).
