Emphasis To Be Given On Free, Fair And Incident-Free Polling

Cuttack: The second phase of polling in the state will be held on April 18, in which people of five Lok Sabha segments and 35 Assembly seats will cast their votes.

To make a free, fair and incident-free polling and security at the time of the poll campaign, DGP BK Sharma reviewed the poll preparedness with Range IsGP/ DIsGP and the SSPs of 11 districts at the State Police Headquarters in Cuttack through video conferencing.

In the meeting, the DGP emphasised on free, fair, transparent, impartial and incident-free election in the districts, enforcement of model code of conduct, strict adherence to the guidelines for police arrangement and security arrangements including visit of VIPs and VVIPs.

He asked the SPs of the districts to make adequate preparations for the purpose and leave no stone unturned for an incident-free election.

Sharma asked the SPs to use the CAPFs in a proper manner and prepare a complete security plan for the Districts. CAPFs need to be used in the area domination work, mobile patrolling and static deployment in the sensitive booths.

The DGP also asked the SPs of the eleven districts to operate integrated Control Rooms in their respective District Headquarters involving officers of CAPF, Revenue Administration and District Police etc.

SPs have been instructed to personally present in the Control Room during pooling.

  1. Preparedness for Anti-Naxal Operation
  2. Collection of intelligence
  3. Plan of Naxal operation
  4. Adherence to the model code of conduct
  5. Political situation and rivalry
  6. Strict and prompt action to be taken on election-related cases
  7. Mapping of critical and vulnerable booths and their solution.
  8. Taking care of less connectivity and shadow booths
  9. Finance & Logistics.
  10. ECI guidelines to be followed for engaging man
  11. power in the Static Surveillance Team and Mobile Party
  12. Flag march to be taken up in the sensitive and critical areas.
  13. VHF/ Satellite phones to be kept in readiness for shadow and inaccessible booths.
  14. GPS device to be used as and when necessary.
  15. Area domination and Road sanitization programme to be taken up in the LWE affected areas.
