Know The SOP For Home Delivery Of Liquor In Odisha

Bhubaneswar: With the home delivery of liquor by the existing on and off shop licensees of IMFL and beer in areas other than containment zones and shopping malls scheduled to begin in Odisha from Sunday, the State Government has issued the standard operating procedure for the activity.

—No counter sale of liquor

—A special COVID fee of 50 per cent of the maximum retail price (MRP) on all types of foreign liquor and beer

—Home delivery can be taken up by retailers or through reputed food aggregators, standard technology platforms, delivery service providers as retail aggregators

—ON/OFF licensees to prominently display their phone/mobile/WhatsApp number/email id/UPl details outside their shops

—The official website of the Odisha State Beverage Corporation www.osbc.co.in  will display the district-wise list of ON/OFF shops licensees along with MRP

—The orders for home delivery of liquor can be received by the retailers over the phone or through SMS, WhatsApp, email

—The retail aggregators can be engaged after they obtain the no-objection certificate from the Excise Commissioner. The list of agencies granted NOC will be published on the OSBC website

—No extra charge beyond notified MRP plus delivery charges (as notified by Excise Commissioner) shall be demanded/collected from consumers

—In case of electronic payment (inter-bank transaction/credit card etc.), any nominal commission charged by the bank can also be realised from the customer

—The Excise Commissioner to decide the rates for delivery charges from time to time

—The ceiling at present is Rs 100 for orders up to Rs1000 and thereafter Rs 25 for every additional Rs 500 order value. In no case, the delivery charge will exceed Rs 300. The Aggregators can fix their own rates subject to the above ceiling.

—Normal timing for home delivery will be between 7 am and 6 pm. Orders are expected to be delivered within six hours

—The delivery persons will carry the I-Card issued by the retailer/agency and an invoice which will also act a pass to facilitate movement

—The delivery persons will have to follow all the social distancing norms like wearing masks, maintaining 6 feet distance and using sanitizer frequently.

—Digital payment is advisable which will facilitate the contactless transaction and ensure social distancing
