Bhubaneswar: With Odisha Assembly approving amendment to OCH & PFL Act, 1972, the state government has made the sale and transfer of lease land easier and smoother.
The people having the land leased out by the government for a long time had been facing several hurdles for sale and transfer of the land due to the restrictions of Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act, 1972.
Considering this, the government had formed a task force under the chairmanship of Satyabarta Sahu, additional chief secretary, Revenue department in October, 2022. The task force was assigned to study the laws and regulations in other states including Karnataka, Gujarat, Telengana, Maharashtra and Uttar Pradesh in this regard.
It was also asked to make suggestions for necessary changes in the OCH & PFL Act, 1972 to facilitate easier sale and transfer of lease land to ensure economic development of the people and rapid industrialisation in the state.
After the task force submitted its report, the Assembly passed the amendment to the Act.
With this, lakhs of people of around 8,000 villages will benefit in processing the lease land held by them on a long term basis. Since the sale and transfer of such land has been made legal, particularly small and marginal farmers will avail maximum benefit.
