Apartment, Part Plot Registration Likely From April In Odisha

Bhubaneswar: Execution of sale deeds for apartments is set to resume in Odisha from April after being stalled for over two years due to litigation issues and confusion over RERA rules and the Apartment Ownership Act.

Sharing this information, Revenue and Disaster Management Minister Suresh Pujari said talks are on with the development authorities and all hurdles are likely to be removed by the end of this month month-end.

He said there are some issues with part plot and apartment registrations for some time.

Noting that the government has issued a notification to simplify the procedure of apartment registration, Pujari said it has laid down that apartments and buildings built before the RERA Act will not come under its purview.

The move will resolve the problems faced in the resale of older apartments, which is currently an issue for both buyers and sellers, the Minister said, adding that the government also held discussion with the RERA authority and prepared a draft rule to simplify the procedure.

The departments of Housing & Urban Development and Revenue & Disaster Management are trying to work out a solution and a notification on this matter may be issued soon. With this, sale of part plots is also expected to start in from April, the Minister said.

This move is part of a broader strategy to streamline urban planning and land use across the region. The proposal aims to ensure transparent allocation of land, addressing long-standing challenges in plot distribution

The sale deed registration of apartments came to a standstill in May 2022 after the Orissa high court, hearing a petition, issued an order to the govt asking it to register only those apartments built adhering to all the rules and regulations relating to real estate.

The registration of apartments resumed partially in May 2024 after the enactment of the Odisha Apartment (Ownership and Management) Act of 2023. However, the number remained low since the Act requires an occupancy certificate for a building to register.
