New Delhi: Following complaints that local level restrictions were being imposed on the movement of people and goods at various places, the Centre has asked all states and Union Territories to ensure that there should be no restrictions on inter-state and intra-state movement.

Union Home Secretary Ajay Bhalla has drawn the attention of all chief secretaries to the Unlock 3 guidelines and pointed out that such restrictions are creating problems and impacting supply chains, resulting in disruption of economic activity and employment.
The unlock guidelines clearly state that there shall be no restrictions on inter-state and intra-state movement of persons and goods. Also, that no separate permission, approval or e-permit will be required for movement of persons and goods for cross land border trade under treaties with neighbouring countries.
Such restrictions amount to violation of guidelines issued by the Ministry of Home Affairs, the Home Secretary reminded states and UTs.
The government announced lockdown with effect from March 25 to curb the spread of coronavirus pandemic. Lockdown was thereafter extended till May 31.
The unlock process began since June 1, with industrial activities and offices reopening.
