Bhubaneswar: Khandagiri Police here on Monday detained an ex-serviceman, Ashwini Rout, on charges of firing at his neighbour.
The incident took place at Bharatpur, on the outskirts of the city.
According to sources, the neighbour, identified as Kunja Bihari, escaped narrowly with minor injuries. He has been admitted to a private hospital.
