Highlights Of Odisha Interim Budget 2019-20

Bhubaneswar: The Odisha government on Wednesday presented the interim budget for the first four months of 2019-20 financial year in the State Assembly amid the walkout by the opposition Congress and BJP members.

The outlay of the interim budget presented by the Finance Minister Sashibhusan Behera amounts to Rs 56,921 crore while the total budget outlay for 2019-20 fiscal is pegged at Rs 1,32,660 crore.

Taking note that the tenure of the State Assembly is going to expire on June 11, the new government will seek appropriation for the full financial year 2019-20 after the general elections.

While the state government has made the highest budget allocation for its newly launched KALIA scheme to the tune of Rs 4461 crore, the emphasis has been given in the budget for the rural poor and farmers.

Mentioned here-under are the sectoral highlights of the interim budget

Focus on farmers and farmers’ welfare

1. Allocation of Rs 19,557 crore to Agriculture and allied activities which is 173% higher than the first Agriculture Budget (Rs 7,162 crore) presented in 2013-14.
2. Outlay for the Agriculture Budget is about 16.7% more than the outlay for the previous year and it is about 14.7% of the total outlay proposed to be provided in the Budget Estimates for 2019-20.
3. Outlay of Rs 4461 crore under the KALIA (Krushak Assistance for Livelihood and Income Augmentation) scheme for all-round welfare of the farmers.
4. Rs 800 crore has been provided towards Interest Subvention on crop loans to Cooperative as well as commercial banks.
5. Rs 260 crore for corpus fund for procurement and distribution of quality seeds and fertilizers to the farmers.

6. Rs 295 crore provided for undertaking farm mechanization programme of the state government.
7. Allocation of Rs 285 crore made under National Mission on Agriculture Extension and Technology to enable delivery of appropriate technology and improved agronomic practices to the farmers.
8. Allocation for Rs 100 crore under National Horticulture Mission to promote horticulture, floriculture and spices.
9. Allocation of Rs 400 crore towards the state’s share for the premium for Pradhan Mantri Fasal Bima Yojana to provide quick relief and adequate compensation to the farmers.
10. Rs 63 crore proposed for development of Brackish Water Aquaculture, Marine Fisheries, Intensive Aquaculture and Inland Fisheries.
11. Rs 83 crore provided under Blue Revolution to undertake different activities such as fish seed rearing centres, integrated development of reservoirs, rejuvenation of water bodies and capacity building of fish farmers.
12. Rs 68 crore provided under the umbrella scheme of ‘White Revolution’ for development of dairying and livestock management.

Food Security
—Provision of Rs 1028 crore has been made for distribution of rice @  Rs 1 per kg to 23 lakh additional beneficiaries under the State Food Security Scheme.

Social Security Measures
1. Rs 2120 crore provided under Madhubabu Pension Yojana for Old Age, Widow and Disability Pensions at the enhanced rate of Rs 500 per month for beneficiaries below 80 years of age and Rs 700 per month for beneficiaries above 80 years of age. About 48 lakh beneficiaries are covered under the scheme.
2. Rs 863 crore provided under National Social Assistance Programme.

3. Rs 1,201 crore provided towards the material component of MGNREGA as the wage component is directly transferred to the beneficiaries through Direct Benefit Transfer (DBT).
   Health Care For All
   1. Rs 864 crore provided under the Biju Swasthya Kalyan Yojana for free medical facilities with coverage up to Rs 5 lakh per family in case of male members and up to Rs 7 lakh per family in case of female beneficiaries.
   2. Rs 578 crore is provided under “Mukhya Mantri Swasthya Seva Mission” for infrastructure strengthening, emergency public health response and Digital Health Programme for providing basic health services in remote areas of the state through the use of technology.
   3. Rs 128 crore provided towards support to Medical Educational Institutions.
4. Rs 113 crore provided for “Sishu O Matru Mrityuhara Sampurna Nirakaran Abhiyan (SAMPURNA)” for accelerated reduction of Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR).
5. Rs 1,323 crore provided for National Health Mission.
   Empowering Women
   1. Rs 1,655 crore spent so far for Maternity Benefit Programme “MAMATA” with coverage of 35.69 lakh beneficiaries. Provision of Rs 305 crore is made under the scheme for the year 2019-20.2. Rs 1,059 crore provided under ICDS scheme for the scheme which is being financed by the Centre and the state in the ratio of 60:40. An additional provision of Rs 351 crore is made towards state support for the implementation of the ICDS.
   3. Rs 1,036 crore provided under Supplementary Nutrition Programme (SNP).
   4. Rs 58 crore provided under the new scheme Malati Devi Prak Vidyalaya Paridhan Yojana for distributionof uniform for children undergoing pre-school education.
   5. Rs 301 crore provided under the Mukhyamantri Mahila Sashaktikarana Yojana towards financial assistance and other support to Women Self Help Groups and their federations under Mission Shakti.
   Tribal Development
   1. Rs 226 crore for construction of hostels for ST girls and urban hostel complexes under the AKANKSHYA scheme.
   2. Rs 959 crore for pre-matric and post-matric scholarships

   Investing In Youth And Promoting Sports
   1. Rs 105 crore towards Biju Yuva Vahini nurturing leadership and volunteerism, promoting the culture of sports & sportsmanship, healthy living among youth, establishing vibrant youth connect platform.
   2. Rs 80 crore for development & management of sports infrastructure.
   3. Rs 35 crore fpr promotion of sports education and Rs 4 crore for improvement of sports facilities.

   Higher Education
   1. Rs 300 crore provided under Odisha Adarsha Vidyalaya to meet the establishment and running the schools.
   2. Rs 2,550 crore provided for Samagra Sikshya and Rs 844 crore for Mid-day Meal Scheme all of which will have a state share of 40 per cent. In addition, Rs 375 crore provided towards the state’s support to Samagra Sikshya for implementation of Samagra Sikshya and Rs 58 crore towards cooking cost for the Mid-day meals.
   3. Allocation for Rs 239 crore is made under the Gangadhar Meher Sikhya Manankbrudhi Yojana (GMSMY) to provide school bags to all children from Class-I to V, free textbooks and school uniform including shoes to all children from Class-I to VlIl and free bicycles to all students reading in Class-IX of government and government-aided schools, Sanskrit Tols and Madrasas.
   4. A sum of Rs 40 crore provided under Mo School Abhiyan for infrastructure development of schools. The government will provide twice the amount donated by any person for various purposes such as science laboratory, library, sports etc.
   5. Rs 40 crore provided for providing laptop to meritorious students on their completion of higher secondary education.
   6. Rs 150 crore for infrastructure development of higher education institutions

   7. Allocation of Rs 225 crore under Rashtriya Uchatara Sikshya Abhiyan (RUSA) for improving the overall quality of state higher education and technical education institutions.
   8. A sum of Rs 190 crore is proposed for infrastructure development of technological universities and engineering colleges, engineering schools and Polytechnics and ITIs.
   Skilled In Odisha
   — A sum of Rs 100 crore will be provided under the Asian Development Bank (ADB) assisted Odisha Skill Development Project to bring up a World Skill Centre in Odisha and upgrade the ITIs and Polytechnics along with advanced Skill Training Centres.

   Rural Development
   1. Rs 3,600 crore provided for rural housing through the convergence of PMAY Gramin and Biju Pucca Ghar
   2. Proposal of an outlay of Rs 2,500 crore for rural piped water supply and Rs 435 crore for urban piped water supply under BASUDHA.
   3. Rs 400 crore provided for “Ama Gaon Ama Bikas” which includes creating awareness about different government initiatives under Peoples’ Empowerment Enabling Transparency and Enhancing Accountability on Odisha Initiatives (PEETHA).
   4. Rs 1,600 crore for the rural component of Swachh Bharat Mission.
   5. Provision of Rs 2,682 crore made for transfer to PRIs on the basis of the recommendations of 14th Finance Commission and Rs 1,898 crore on the recommendations of the 4th State Finance Commission.
   6. Rs 2,900 crore provided under Pradhan Mantri Gram Sadak Yojana (PMGSY) for construction of roads. To ensure connectivity to the habitations not eligible under PMGSY, a sum of Rs 50 crore will be provided under Mukhya Mantri Sadak Yojana.
   7. Rs 50 crore provided under the scheme Connecting Unconnected Villages to provide road connectivity to remotest and inaccessible villages of  Left Wing Extremist (LWE) affected districts.
   8. Rs 120 crore provided under Biju KBK Yojana for effective implementation of Bijli, Sadak and Pani projects in KBK districts.

   Increasing Irrigation Coverage
   1. A sum of Rs 1,777 crore allocated for Parbati Giri Mega Lift Irrigation Scheme
   2. An outlay of Rs 2,175 crore provided in 2019-20 for 8 on-going AIBP projects for which funding has been tied up from Long Term Irrigation Fund (LTIF) under NABARD.
   3. An outlay of Rs 402 crore provided for construction of check dams under Mukhya Mantri Adibandha Tiyari Yojana (MATY).
   4. Allocation of Rs 110 crore is made to revive defunct lift irrigation points.
   5. Rs 300 crore provided for Deep Bore Well Scheme, Rs 400 crore under Biju Krushak Vikas Yojana for community lift irrigation projects.
   6. A sum of Rs 218 crore proposed for the Agriculture department to take up micro-irrigation under PMKSY.
   7. To minimize conveyance loss in canals, Rs 210 crore is proposed under Canal Lining and System Rehabilitation Programme (CLSRP) to complete about 150 km of canal lining work.
   8. An outlay of Rs 960 crore has been provided for flood control and drainage work.

   Investment In Railway Projects
   1. Rs 400 crore provided for the development of railway projects in the state.
   2. Rs 10 crore provided for completion of railway projects of strategic importance through SPVs.

   Industrial Investment
   1. The outlay for Industries department is increased substantially to Rs 237 crore which includes Rs 188 crore towards pending benefits under IPR.
   2. Outlay of Rs 183 crore is made for handloom, handicrafts, sericulture and textile sector and Rs 192 crore is provided for MSME sector.

Urban Development
1. Rs 401 crore provided under the Urban Transformation Initiative (UNNATI) for improvement of urban infrastructure.
2. Provision of Rs 125 crore to upgrade the public transport system of Bhubaneswar on a PPP mode.
Another Rs 400 crore provided for construction of urban dwelling units. Thus, total Rs 4,000 crore is provided for the housing sector.
3. Provision of Rs 2,935 crore under BASUDHA Scheme include Rs 435 crore for urban piped water supply.
4. Provision of Rs 542 crore made for transfer to ULBs on the basis of the recommendations of 14th Finance Commission and Rs 1,288 crore on the recommendations of the 4th State Finance Commission.
5. Rs 400 crore provided under the CSS AMRUT and Rs 52 crore for National Urban Livelihood Mission.
6. Rs 136 crore provided under JICA assisted  EAP for improvement of sewerage system in Bhubaneswar and  Cuttack.
7. Rs 90 crore for the urban component of Swachh Bharat Mission.

Infrastructure
1. Rs 1300 crore provided under Road Development Programme for construction and upgradation of roads in the state.
2. Rs 533 crore is provided under Odisha Distribution System Strengthening Programme (ODSSP) for the establishment of new 33×11 sub-stations.
3. Provision of Rs 100 crore made under State Capital Region Improvement of Power System (SCRIPS) to provide 24X7 uninterrupted stable power supply.
4. Provision of Rs 200 crore for Double Laning of State Highways under State Highway Development Programme (SHDP), Rs 65 crore for road Projects under PPP mode,  Rs 50 crore for Biju Expressway to improve connectivity in Western Odisha and KBK districts and Rs 250 crore for Central Road Fund projects.
5. Rs 500 crore provided under Biju Setu Yojana for construction of bridges.

Disaster Management
— Rs 2,000 crore provided for Disaster Management including Rs 909 crore under SDRF and Rs 1,091 crore under NDRF.
