Balasore, choosing to bat first, were all out for 237 in 50 overs. Rajib Sahu top-scored with 82, while Kshyama Bal bagged 3/18 in 7 overs.
Chasing 238 for victory, Bhadrak found their heroes in Sahil Khan (82 off 85 balls) and Abinash Singh (77 not out in 104 balls).
Bhadrak thus joined Bhubaneswar-A, Cuttack-A, ECORSA and Jharsuguda in the Super League.
Balasore will get a second chance to make the Super League as they wait for a face-off with the Silver Group winners.
