Bhubaneswar: With Odisha government setting deadlines for switching over to High Security Registration Plates (HSRP) on old vehicles and fixing a heavy penalty for not adhering to it, there is a sudden rush among the vehicle owners to avail the HSRP.
In a notification, Odisha State Transport Authority stated that the vehicle owners will be given at least 3 months time from the date of issue of the order to fix HSRP on old vehicles. It has set different deadlines for vehicles as per their registration number which has created a confusion among the vehicle owners.
Clarifying the procedure, Dipti Ranjan Patra, joint commissioner, Transport department said same method is prescribed for availing the HSRP for the vehicles registered before April 1, 2019 and after it. Since the process is manufacturer-based, it is the responsibility of the vehicle manufacturing company to give the HSRP, he added.
In order to implement the HSRP, the government had directed the Society of Indian Automobile Manufacturers, the vehicle manufacturers’ association in the country, to develop a web portal. The portal has been developed and is being successfully implemented in Delhi and UP, Patra said.

One cannot avail HSRP online if private vehicles do not have fitness certificate, RC validity, payment of road tax, NOC or is off-road.
On the security features of HSRP, Patra said for all vehicles except two-wheelers, 3 plates will be fixed.
The first plate will be fixed in front of the vehicle, the second on back side and the third on the windshield of the four-wheeler. There will be no third plate for two-wheelers.
The plates will be fixed in irreversible process so that it cannot be removed without breaking it. Thus theft of vehicles will be brought down.
Besides, each HSRP will have a laser code which will be linked to vehicle database. As a result, if the vehicle is stolen, its number plate can be changed but laser code cannot be tampered.
