New Two-Wheelers To Come With Two Helmets

To increase road safety awareness, two-wheeler dealers will soon have to bundle two helmets with every new scooter and motorcycle. The rule, which is being implemented first in Maharashtra, will ensure that dealers are penalized and registration not allowed if they do not follow the norms.

While hearing a PIL on the issue, the Maharashtra High Court Nagpur Bench expressed displeasure over disregards to its order for providing two ISI-helmets to a two-wheeler buyer.

The PIL referred to Rule 138(4)(f) of the Central Motor Vehicles Rules, 1989, which states that the manufacturer shall supply a protective headgear conforming to specifications prescribed by the Bureau of Indian Standards under the Bureau of Indian Standards Act, 1986, at the time of purchase of a two-wheeler.

The dealers, who were summoned by the court, said that eight leading manufacturers haven’t been providing them with helmets and hence they were not able to provide the same to the customers.

The High Court Nagpur bench directed OEMs, along with SIAM (Society of Indian Automobile Manufacturers), to strictly implement the rule.
