Bhubaneswar: In a major push toward tech-driven industrial transformation in Odisha, the High-Level Clearance Authority (HLCA) chaired by Chief Minister Mohan Majhi, on Wednesday approved 27 industrial proposals worth ₹2,47,115.70 crore.
The projects, spanning 15 districts of Anugola, Bhadrak, Kataka, Debagada, Dhenkanal, Ganjam, Jajpur, Kalahandi, Kendrapada, Khordha, Koraput, Nuapada, Puri, Rayagada, and Sundaragada, are projected to generate 50,162 jobs across traditional and emerging sectors.
Addressing the 46th HLCA meeting, Chief Minister Majhi highlighted the state’s focus on balanced regional growth and technological diversification: “From data centres, artificial intelligence, and semiconductors to green energy, advanced manufacturing, steel, and healthcare, Odisha is creating new engines of growth while strengthening its traditional industrial base. Our focus is not only on attracting investment, but also on creating quality employment and building future-ready infrastructure.”
Tech Infrastructure Takes Centre Stage
Digital infrastructure emerged as the single largest investment driver, securing ₹1,42,941 crore across four major projects:

Integrated Data Centre Park (Khordha): High Density Data Centre Limited will invest ₹1,04,550 crore, expected to create 1,000 jobs.

AI Data Centre & GCC (Puri): Sentraforge AI Ltd will set up an AI data hub and Global Capability Centre with ₹22,634 crore.

AI-Optimized Data Centre (Khordha): HCL Technologies Limited committed ₹14,257 crore.

Cuttack Data Facility: RKD Construction Private Limited will establish a ₹1,500 crore data centre in Kataka.
Energy & Core Manufacturing Expansion
The HLCA also approved investments strengthening Odisha’s power security, semiconductor supply chain, and industrial base:

Additional key projects include a ₹3,000 crore Green Hydrogen, Green Ammonia, and e-SAF facility by Jiribam Solar in Kendrapada, a ₹3,329 crore Iron Ore Grinding Unit by Tata Steel in Jajpur, and specialised investments in chemicals (Grasim, Talcher Gasifier), textiles (Leaomax Textile), and auto-components (Chiripal Poly Films).
The approvals align with the state’s ‘Samruddha Odisha by 2036’ roadmap, positioning Odisha as a high-tech manufacturing and digital hub in Eastern India, a CMO release added.
