Odisha Clerk Who ‘Siphoned Off’ Rs 2.38 Cr Owns 3-Storey Mansion & Luxury Car



Bhubaneswar: Odisha Vigilance officials on Wednesday unearthed assets worth crores of rupee during raids on Subrat Kumar Behera, a junior assistant in the office of the Chief District Medical Officer (CDMO) in Angul.

He is accused of misappropriating government funds to the tune of Rs 2.38 crore.

The simultaneous searches began this morning at his residence at Hakimpadain Angul town, a relative’s house at Bonda village, his ancestral home at Baunsapokhari in Dhenkanal district, a rented accommodation at Shree Vihar in Bhubaneswar, and his office at the CDMO premises in Angul.

So far, the Vigilance sleuths have detected a palatial triple-storey building over 4,500 square feet in Angul town, along with gold jewellery weighing around 450 grams, a luxury four-wheeler, and three two-wheelers. T

he Technical Wing of the agency is currently assessing the exact measurements and valuation of the building. His bank accounts, postal deposits, and other investments are also being examined to determine the full extent of his holdings.

According to Vigilance sources, Behera allegedly siphoned off the Rs 2.38 crore by drawing excess salary over an eight-year period from 2017 to 2025. These inflated payments were credited directly to his salary account at the State Bank of India (SBI), Angul branch. Following the alleged fraud, Behera went absconding in October 2025.

Behera, born on January 17, 1987, joined government service on September 10, 2007, as a junior assistant in the office of the SDMO, Athamallik, with an initial monthly salary of Rs 8,000. He remained in the same rank and was later transferred, first to the SDMO office in Talcher in 2009, and then to the CDMO office in Angul in 2011, where he was attached to the Establishment Section.

A case has been registered against him under the Prevention of Corruption Act at Cuttack Vigilance police station. A separate inquiry into disproportionate assets (DA) is also underway to asceratin the sources of his accumulated wealth.
