Odisha Finance Minister Niranjan Pujari Presents Rs 2-Lakh Cr Budget For 2022-23 FY; Check Allocations

Bhubaneswar: Odisha’s Finance Minister Niranjan Pujari presented a full-fledged budget for 2022-2023 financial year with total outlay of Rs 2 lakh crore in the Assembly on Saturday.

The budget includes Agriculture and General budgets. Pujari first tabled the Agriculture budget and then the General budget.

In his budget speech, Pujari said Rs 1 lakh crore out of the total budget will be planned expenditure. Following are major allocations made in the budget by the Finance minister:

  • Rs 911 crore for Sports and Youth Services department. It includes Rs 719 crore for sports development and management, and infrastructure development, Rs 115 crore for promotion of sports education and Rs 11 crore for the Khelo India programme.
  • Rs 325 crore for land acquisition, construction, renovation, expansion work of airports at Rourkela, Jeypore, Utkela and Jharsuguda and renovation of Birashala airstrip.
  • Rs 547 crore for development of railway projects.
  • Rs 40 crore for additional capital investment for the joint venture companies such as the Odisha Rail Infrastructure Development Limited, Haridashpur-Paradeep Railway Company Ltd and Angul-Sukinda Railway Ltd.
  • Rs 302 crore for Electronics and IT department.
  • Rs 3,210 crore for the Disaster Risk Management Fund.
  • Rs 7,551 crore for justice delivery, internal security, crime control, fire-related disaster management and control. It includes Rs 46 crore for the Emergency Response Support System (ERSS) and Dial-112.
  • Rs 3,035 crore for Planning and Coordination department. It incudes Rs 441 crore for MLALAD fund.
  • Rs 150 crore for Special Problem Fund to undertake small and necessary projects at local level.
  • Rs 250 crore for the Biju KBK Yojana and Rs 42 crore for the Critical gap Fund.
  • Rs 180 crore for the Western Odisha Development Council (WODC)
  • Rs 22 crore for the Biju Kandhamal and Gajapati Yojana.
  • Rs 4,010 crore for District Mineral Fund (DMF)
  • Rs 3,643 crore for 8 mine-affected districts for carrying out the OMBADC project.

The Finance minister said the expenses will be met with Rs 1,63,967 crore from revenue sources and Rs 3,633 crore from loan and other sources.

The revenue sources include Rs 36,978 crore of the state’s share from the taxes imposed by the Centre, the state’s own tax  revenue of Rs 46,000 crore and non-tax revenue of Rs 48,200 crore and the Central allocation of Rs 32,789 crore.
