Odisha Pitches Paradip & Gopalpur As Key Hubs For India’s $1 Trillion Chemicals Sector Vision


New Delhi/Bhubaneswar: Odisha showcased its growing potential as a competitive hub for chemicals, petrochemicals, and allied investments at the Global CEO Roundtable on India’s Chemicals Sector, held at Bharat Mandapam on August 26.

The event, titled “Charting the Path to USD 1 Trillion by 2040,” was convened by the Union Ministry of Chemicals and Fertilisers alongside Invest India, drawing top executives from over 30 leading Indian and international chemical corporations.

Chaired by Union Minister for Health and Family Welfare and Chemicals and Fertilisers J P Nadda, alongside Union Minister of State Anupriya Patel, the forum highlighted India’s strategy to expand domestic manufacturing and technological capabilities. Nadda underscored the national vision to scale the industry into a $1 trillion sector by 2040 and confirmed the central government’s commitment to developing major chemical hubs at Gopalpur and Paradip in tandem with state initiatives.

Patel further emphasised federal efforts to ease administrative procedures and improve long-term investment viability for industrial partners.

Presenting Odisha’s industrial readiness, Industries Secretary Hemant Sharma, detailed the regional advantages driving downstream value addition and job creation. He noted that Odisha offers extensive port infrastructure, ready industrial land parcels, reliable utilities, and accessible raw materials. Prime investment destinations include the Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) at Paradip, anchored by Indian Oil Corporation’s refinery, along with port-based sites at Dhamra and pre-cleared industrial land near Gopalpur.

Under the state’s Industrial Policy Resolution 2022, chemicals, petrochemicals, and technical textiles qualify for top-tier financial incentives.

Following the main roundtable, the Odisha delegation engaged in targeted business-to-business meetings with prospective investors exploring new projects in titanium pigments, adhesives, BOPP films, and fertilisers. Officials assured full state support across site selection, regulatory clearances, and utility provisioning. The active push aligns with the state’s strategic initiative to expand ancillary value chains and build a globally competitive manufacturing ecosystem under its “Samruddha Odisha by 2036” vision.
