Odisha Vigilance Raids OCC Executive Engineer; 4-Storey Lodge, 8 Plots Unearthed



Koraput/Bhubaneswar: The Odisha Vigilance sleuths on Monday unearthed a four-storey palatial commercial building with 23 rooms and eight high-value plots during simultaneous raids on properties linked to Sanjay Kumar Kispatta, an Executive Engineer with the Odisha Construction Corporation (OCC) Ltd.

According to the latest updates from the Vigilance team, searches have so far revealed the following assets registered in the name of Kispatta and his family members:

>> A four-storey commercial building (functioning as a lodge with 23 rooms) spanning approximately 8,000 square feet in Koraput town.

>> An under-construction residential house at Kumbha-II, Koraput.

>> Eight high-value plots — five in Koraput town, two in Rourkela, and one in Bhubaneswar.

>> One four-wheeler (Innova Crysta) and one two-wheeler.

Vigilance officials from the Technical Wing are currently measuring and assessing the value of the buildings and plots. Teams are


also scrutinising bank deposits, financial investments, and weighing gold jewellery.

Searches are still ongoing at multiple locations, with further details expected soon.

The raids were launched on the allegation that Kispatta possesses disproportionate assets beyond his known sources of income. Acting on search warrants issued by the Special Judge, Vigilance, Jeypore, teams led by 6 DSPs, 8 inspectors, 7 ASIs, and supporting staff conducted searches at seven locations:

>> His rented residential house at Tikra Sahi, behind Mutyalu Maa Temple, Koraput.

>> The four-storey commercial building in Kumbha-I, Koraput.

>> The under-construction residential house in Kumbha-II, Koraput.

>> Parental residential house at Village Lateimunda, PS-Lahunipada, Sundargarh district.

>> An under-construction three-storey building at the same village in Lateimunda.

>> Residential quarter and office chamber in Bhubaneswar and Balangir.

Career Background

Kispatta entered government service in 2011 as an Assistant Engineer under the Water Resources Department, initially posted at Narayanpatna Block in Koraput on a consolidated monthly salary of just Rs 9,300. He was regularised in 2016 and later served as Assistant Executive Engineer in Potangi Block (2018–2021) and at ITDA, Koraput (2021–February 2025). In March 2026, he was promoted to Executive Engineer and posted with OCC Ltd., Bhubaneswar, before being deputed to the Lower Suktel Project in Balangir, where he continues to serve. He has spent nearly 15 years working primarily in Koraput district.
