Repeat Offender Sagar Behera Detained Under NSA To Curb Anti-Social Activities In Odisha’s Ganjam



Berhampur: In a firm move to curb anti-social activities, Ganjam Collector Keerthi Vasan V ordered the preventive detention of Sagar Behera (36) under the National Security Act (NSA), 1980.

The order was issued under Section 3(2) following a recommendation from Berhampur police.

Behera, a resident of Nandigaon village under Jarada Police Station limits, has now been lodged in Circle Jail, Berhampur. Jarada Police executed the d


etention order.

According to official sources, the detention order was issued after considering police reports, case records, intelligence inputs, station diary entries and other connected materials. These indicated that Behera has been repeatedly involved in activities prejudicial to public order.

Long Criminal History

Behera has a documented criminal record spanning from 2011 to 2026, with multiple cases registered at Jarada and K Nuagaon police stations. The offences include rioting, causing hurt, criminal intimidation, extortion, violent assaults, threats with deadly weapons, and violations under the Odisha Prevention of Gambling Act and Minor Minerals Rules. Police records show he is facing around 11 criminal cases.

The Collector was satified that the nature, gravity, frequency, and continuity of his alleged activities, along with the high likelihood of repetition, made ordinary criminal law inadequate to prevent further disturbances to public peace. Preventive detention under NSA was thus invoked to safeguard law and order in the region.
