Rakesh Oram was sent off for a rough tackle on a Delhi player in the 12th minute.
Delhi, too, went a man short when Jatinder Kumar was cautioned for the second time nine minutes before half-time.
Both teams played cautiously thereafter, and a goal was elusive until Delhi’s Jaideep Singh broke the deadlock in the 76th minute.
Odisha, who had beaten Haryana 2-0 a couple of days ago, couldn’t find the equaliser and finished third in the group with 9 points and a goal difference of +5. Punjab also earned 9 points but had a better goal difference of +7.
