Bhubaneswar: The Odisha Excise Department has added several feathers to its cap during the last few years. Aside from detecting a record number of cases and making huge seizures using advanced technology during the year, the department has generated record revenue to the tune of Rs 7,683.9 crore.
Enforcement
The Odisha Excise Department has detected a record number of cases and huge by quality intelligence inputs and continuous and rigorous enforcement work. During 2022-23 up to December, the department detected 45,541 Excise/NDPS cases against 29,038 cases up to December in 2021-22 – an increase of 56%. In addition, 1,310 cases were detected under the NDPS Act detected till December against 575 in December 2021 – an increase of 127%.
Use of technology
Currently, the department has developed 40 modules in assistance with NIC to provide the best practices to the stakeholders like Label Registration (New, Renewal & Modification), Renewal of Shops, Grant of ON Shop License, all NOC with permit pass, management of spirit in the M&TP, distillery & bottling units, e-Lottery module for IMFL OFF & CL shops, supplier/brand owner registration, temporary bar license, daily enforcement, criminal case information system, grant of Letter of Intent, and e-Abkari support system as a process of implementing 5T in the department.
eLOTTERY:
The state Excise Department conducted a lottery for the settlement of 1,436 Excise Shops (1,163 IMFL OFF shops, 222 CL shops, 11 premium FL OFF shops and unsettled 37 OS shops) in Odisha with technical support through the e-Abkari portal in a transparent manner.
Revenue Generation
The department ensured record collection of revenue to the tune of Rs 7,683.9 crore in 2021-22, including VAT through regular monitoring of lifting position, supply chain management and vigorous enforcement measures in comparison to last year. Up to December 2022, the department collected revenue worth Rs 6,197.54 crore against Rs 5,023.92 crore during the same period in 2021 registering an increase of 23.36%.
Infrastructure
The department took up 107 building projects of which 43 have been completed. In addition, 140 vehicles were deployed by Excise Directorate in different offices for enforcement works.
Structural reforms
The Excise Directorate was de-linked from the Board of Revenue and functioning as an Independent Directorate last year. In all, 791 posts were created in the last two years to curb excise and narcotics crime and strengthen the department.
