Bhubaneswar: The online service to book High Security Registration Plates (HSRPs) and colour-coded stickers for vehicles registered in Odisha will be available on the website of the Society of Indian Automobile Manufacturers (SIAM) http://siam.in by the end of June 1, 2022, SIAM India informed on Monday.

The state government has made HSRPs mandatory for all classes of old vehicles registered prior to April 1, 2019. The HSRP on old vehicles will be affixed by vehicle manufacturers through their authorised vehicle dealers. Owners of the vehicles are free to choose any dealer, place and date for affixing of HSRP.

Vehicles not having valid Registration Certificate and Fitness Certificate (for Transport Vehicle) or those having arrear tax due, however, will not be allowed to affix HSRP by OEMs or its authorised dealers.

HOW TO BOOK

1. Visit www.siam.in

2. Click ‘BOOK HSRP’ (Link: https://www.siam.in/hrspsubmit.aspx?mpgid=91&pgidtrail=91)

3. Fill in the required details and click ‘Submit’

There will be no penal action for not affixing HSRP for the first three months (till August 31).

HSRPs are made of aluminium. These plates are tamper-proof and come with two non-reusable locks. The number plates have a chromium-based Ashoka Chakra on the left, along with ‘IND’ written. The vehicle identification number will be laser encoded, which is easy to be scanned and difficult to be tampered with. With HSRP, registration plates will also have a unified font and style.

Earlier, the HSRP was compulsory for all new vehicles registered on or after 1 April 2019.

CHECK THE GUIDELINES

>> The vehicle owner shall book for fitment of HSRP and make payment for the purpose through the online portal authorised by the OEM to maintain transparency and prevent excess charging from the vehicle owners. The portal authorised by the OEMs shall offer the facility to the vehicle owner for selection of any dealer, location and date for affixation of HSRP as per his convenience.

>> The portal authorised by the OEM shall have the capability to inform the vehicle owner status of the order placed for fitment of HSRP through SMS.

>> The OEMs or their authorized dealers shall display the board at a conspicuous place in their showroom indicating charges to be paid by the vehicle owner for affixation of HSRP and also on the HSRP portal to maintain transparency at all times.

5. The OEMs or their authorised vendor/dealer may offer the services to the vehicle owners for fitment of the HSRP where the owner resides or has his place of business on payment of extra charges subject to the willingness of the vehicle owner.

6. The OEMs or their authorised dealers after affixing the HSRP on the vehicle shall ensure that the laser code is updated in the VAHAN portal.
