Single Nodal Agency Dashboard: Odisha Sole Presenter Among States; Know What It Is
Bhubaneswar: At the launch of the Single Nodal Agency (SNA) dashboard by Union Finance Minister Nirmala Sitharaman in New Delhi on June 7, Odisha, being an early adopter of the model, was the only state to make a presentation.
Initiated in 2021, the SNA dashboard tracks the release, disbursement and monitoring of funds by the Centre for Centrally Sponsored Schemes (CSS) in states.
Launching the scheme as part of ‘Azadi ka Amrit Mahotsav’ celebrations, Sitharaman said it will “make governance more transparent and realise better value for every rupee sent by the Centre with ‘just-in-time’ money release”.
Invited by the Finance Ministry as the sole presenter among states at the event, state Finance Department officials made a presentation on the implementation of the SNA model in Odisha.
The new SNA model was set rolling by the Centre in 2021. Odisha was one of the first to adopt it. All states got on board by March this year.
Under the SNA model, which allows monitoring of Central fund utilisation by states, the Centre releases money only when it sees that it is getting utilised.
Sitharaman said that about Rs 4.46 lakh crore gets transferred to states under CSSs and the SNA would bring about greater transparency in the spending of this fund. “This is not a small amount. Today, you are in a position to track that money in a year to states … it is a huge success in making governance transparent,” she said.
As of date Rs 1.2 lakh crore is lying with states in the SNA system. “That’s the unspent balance. So we need not give more money right now,” an official said.
