Since the universities were facing shortage of teaching faculty, they can engage the retired teachers at present. “It is observed that continuance of legal impediment in filling up vacant posts through the OPSC has caused shortage of quality teaching faculties in the state public universities and thus affecting the academic performances,” said Agarwal.

He further said the universities can engage professors, assistant professors and professor emeritus to take classes till the department makes appointment of regular teaching staff to the vacant posts.

The letter has been issued to Sambalpur University, Ravenshaw University, Maharaja Sriram Chandra Bhanja Deo University, Shree Jagannath Sanskrit University, Fakir Mohan University, Rama Devi Women’s University, Gangadhar Meher University, Khallikote University, Rajendra University, Kalahandi University, Vikram Dev University, Dharanidhar University and Odisha State Open University.
