Odisha Govt Outlines Roles Of 10 Depts To Prevent & Control Dengue & Malaria Cases

Bhubaneswar: Amid a spike in dengue and malaria cases, Odisha Chief Secretary Manoj Ahuja has directed 10 departments to initiate joint efforts for prevention and control of the vector-borne diseases (VBD).

Stating that dengue and malaria possess a significant public health challenge due to their rapid spread and potential severity, the chief secretary has asked the departments to take all necessary steps through field functionaries for the prevention and control of the vector-borne diseases. “Timely control and prevention measures are of paramount importance to reduce morbidity and mortality due to dengue and other VBDs. The role of all line departments is crucial in this regard in mobilising their teams working at the community level, to supplement the efforts of the Health and FW Department,” Ahuja wrote, adding that addressing dengue requires coordinated efforts at every level.

According to national centre for vector borne diseases control (NCVBDC), the state has reported 488 dengue cases, up from 288 registered till June 26. Khurda district has reported the highest number of dengue cases, totalling 130, with at lease 33 being detected in the last 24 hours. Bhubaneswar, which is part of Khurda district, has reported 78 cases. Similarly, Odisha topped the national chart with 12,363 malaria cases, followed by Chhattisgarh with 10,114 cases in the first five months of the year.

ROLE & RESPONSIBILITIES

Housing and Urban development Department (NAC/Municipality/Municipal Corporation)

• Urban task force teams to be constituted with involvement of community members.

• Regular urban body meetings in coordination with district health officials to plan for preventive measures for Vector Borne Disease control programme. • Weekly fixed cleaning operation day in urban and peri-urban areas.

• Solid waste management to eliminate mosquito breeding sources-Plastic bags, cups, containers, coconut shells to be removed.

• De silting of drains .

• Anti larval measures- applying Temephos, BTI etc.

• Proper Coverage of overhead tanks with tight lids.

• Construction site water collections to be monitored for breeding of vectors.

• Migrant population at the sites to be protected by the site in charge with bed nets, fever surveillance and treatment of cases. • Mechanism for regular discard of man-made containers

• Management of unused tyres, old motor vehicles at work site to prevent water stagnation.

• Use of larvivorous fish in ornamental ponds.

• Management of public parks & other places of gathering.

• Squad deployment in municipality areas for periodic cleanliness drive, elimination of breeding sites and anti-larval measures in a campaign mode.

• Providing personal protective measures at work place to workers.

• IEC activities like- Outdoor publicity, sensitisation meeting, Fixation of Hoarding, Banner & leaflet Distribution.

School and Mass Education Department:

• Head masters/teachers to be sensitised about vector-borne diseases. The Head Masters/Teachers to sensitise school children in school assembly and class.

• Discussion on vector borne diseases and their preventive measures in school assembly.

• College students and NSS, Red ribbon clubs, Red Cross, NCC, Scouts and guides to be sensitised and prepared for mass sanitation drives as and when required in such outbreak situation.

• Proper coverage of overhead tanks with tight lids

• Solid waste management to eliminate mosquito breeding sources — plastic bags, cups, containers, coconut shells to be removed.

• Use of bed nets by boarders of residential schools.

W & CD Department

• AWVV will coordinate with ASHA and female health worker and inform mothers, women & children on diseases like dengue and Malaria.

• They will ensure that pregnant mothers use bed nets (ITN/LLIN) while sleeping.

• Spreading of health messages to community.

•AVVW to educate the women & children to identify mosquito breeding sites.

•AVVW & ASHA to eliminate the domestic & peri-domestic breeding sources.

• Health-related activities. CDPO & ICDS supervisors need to monitor and supervise

Agriculture & Farmers Empowerment Department

• Management of areas where mosquito breed i.e. filing up of ditches, cleaning and water flow, removal of junk drying water collections, channeling material ,animal feeding posts etc.

• IEC, BCC activities amongst the farmers/CB0s/Local Self-Government representatives.

• Propagation of natural larvivorus fish hatcheries and release of fish in selected water bodies. Fisheries and Animal Resources Department:

• Coordinating with the health department for upscaling implementation of larvivorus fish hatcheries and release of fish in water bodies.

• Construction of mother hatcheries and mini hatcheries for larvivorus fish to support vector control measure in district and ULBs.

• Conducting special drive for rearing larvivorus fish in natural water bodies involving and releasing the fish in mosquito breeding sites with community mechanism ( PRI, CBO, GKS, SHG, NGOs and School Students.)

Information and Public Relation Department

• Telecasting of programmes on prevention and control of vector borne disease through TV Networks.

• Broad casting of messages through All India Radio and Regional centres.

• Facilitating panel discussion and special programmes.

• Release of Health messages in Newspapers and Magazines.

Industries Department

• Prevent water stagnation in unused tyres, dumpers/trucks and vehicles .

• Unused material like Iron or cemented plastic tanks, to be kept covered in industrial areas.

• Weekly Cleaning, elimination of breeding sites and appropriate antilarval operation in the breeding sites by the appointed workers.

• Industries houses may plan for a regular public health wing comprising (epidemiologist, Entomologist, IEC Consultants, Insect Collectors) to undertake containment measures in their premises and adjoining area.

• Technicalguidelines for antilarval and antiadult measures may be obtained from State NVBDCP.

•IEC activities like —Outdoor publicity, sensitization meetings. Fixation of Hoarding, Banner, Pasting of Posters, leaflet distribution etc

Panchayatiraj & Drinking Water Department

• Sensitization of PRI members through BDOs.

• Village cleaning and sanitisation drive by utilizing GKS funds.

• Reporting of fever cases by PRI members to ASHA/ Sub Center/Community Health Centres/District.

• Release of Gambusia fish in natural water collections.

• All water storage sites to be destroyed after the NREGS/other construction works are over.

• Animal feeding containers to be dried after use.

• IEC activities like- Outdoor publicity, sensitisation meetings, School Sensitisation and use of print materials like leaflets, FAQs, video CD etc.

Rural Development Department

• All water storage sites to be destroyed after the construction work is over.

• Empty coal tar containers to be discarded or turned upside down to avoid accumulation of water.

• Mapping of unused wells and other unused water storage sites in the village- clean, dry and eliminate.

• Release of Gambusia fish in natural water collections.

ST & SC Development, Minorities and Backward Classes, Welfare Department

• Spreading health messages on Dengue among school children.

• Up-scaling uses of LLIN/ITN in tribal residential schools.

• Observation of weekly Dry Day.
