Bhubaneswar: The Odisha government has launched Staff Suggestion Scheme, an online portal where employees can share ideas on improving public service delivery, administrative processes, policy making, digital transformation, and overall governance.
Designed and developed by Centre for Modernising Government Initiative (CMGI), the portal allows government staff with valid HRMS IDs to submit innovative suggestions and engage through likes, dislikes, and comments.
Suggestions that secure 1,000+ likes will be marked as ‘Emerging Suggestions’ and forwarded to respective departments for review, according to the office memorandum issued by the GA & PG department on August 13.
It further stated that each department will form a Suggestion Evaluation Committee, comprising 5-7 senior officers including one nodal officer not below the rank of Joint Secretary, to assess feasibility, scalability, and potential impact of the suggestions through periodic review.
The best suggestions could then be adopted into policies, schemes, or process improvements, with employees invited to present their proposals in consultation groups. The scheme also promotes cross-departmental collaboration with rewards for top suggestions and quality comments.
The GA & PG Department will act as the nodal authority, while CMGI will provide technical support, training, and help desk services. The departments have been directed to nominate nodal officers, form committees within 15 days, and encourage staff participation.
