Bhubaneswar: As the Odisha capital prepares to ring in the New Year 2026, the Commissionerate Police has rolled out stringent regulations for “Zero Night” festivities, adopting a zero-tolerance approach to violations amid concerns over law and order.

Bhubaneswar-Cuttack Commissioner of Police (CP) Suresh Dev Datta Singh has emphasised prioritising public safety, particularly women’s security, during the late-night celebrations. He added that anyone violating the rules may have to spend the whole night at the police station.

In line with recent announcements, additional 18 platoons of personnel will be stationed across the city to manage crowds and prevent incidents. Venues such as bars, clubs, pubs, and hotels are permitted to host events only until midnight or slightly beyond in some cases, with music and DJ performances strictly prohibited after 12 am. Extended timings up to 12.30 am or 1.30 am may require special permissions, as highlighted in police advisories following consultations with hotel and bar owners.

Organisers are mandated to obtain prior approval from local police stations, providing detailed information including guest lists, artist details, expected attendance, and venue capacity limits.

Roadside stages, public performances, and temporary setups on roads are completely banned to avoid congestion and chaos.

The restrictions extend to private residential complexes and apartments, where community celebrations must adhere to the same guidelines or face legal consequences.

To enforce compliance, intensive vehicle checks and patrolling will commence from 12.30 am, with barricades at key intersections like Master Canteen, KIIT Square, Jayadev Vihar, and others. Watch teams will conduct checks at 29 major intersections, while Quick Response Teams (QRTs) will remain on alert after midnight to handle any untoward situation.

“Intensive and continuous patrolling shall be ensured in and around celebration venues, connecting roads, and sensitive areas, including parks, restaurants, colleges, slum areas, and other isolated locations. Special attention shall be given to the safety and free movement of women and children,” a notification issued by the Commissionerate Police read.

Special security arrangements have been made at high-footfall areas, including tourist spots such as Nandankanan Zoo, Lingaraj Temple, Dhauli, and Khandagiri, anticipating a surge in visitors.

Additional measures include heightened vigilance against drunken driving, with strict penalties for offenders, and directives for venue owners to ensure adequate parking, functional CCTV, extra security staff, and arrangements for safe transport of guests.

Fire safety inspections have also been conducted at major event locations.

Singh has warned that any breaches could result in severe action, urging residents and organisers to cooperate for orderly and safe festivities. “People may celebrate, but cannot commit crimes. Young couples should avoid visiting secluded places,” the SP cautioned while clarifying that this is no moral policing rather a measure to ensure their safety.

Cuttack DCP Khilari Rishikesh Dnyandeo, on the other hand, has appealed to denizens to celebrate the occasion at home with family members. “We have already intensified the drive against drunken driving. Blocking-checking is also underway. Patrolling has also intensified at dark spots,” he told reporters.

He further stated 10 platoons of police will be deployed across the city along with over 200 home guards to maintain law and order. “Advisory has been issued to them to scrupulously follow the timings set for the zero night celebrations,” he said, urging people not to burst crackers.
