New Delhi: The system in place for conducting NEET exams is “foolproof” and “difficult to breach”, the Centre informed the Supreme Court on Wednesday, while detailing security measures adopted to prevent question paper leaks.

Vehicles transporting NEET question papers are fitted with GPS, with even small movements being recorded, it said.

The boxes carrying the papers have special locks that cannot be opened by keys or any combination. They have to be broken to remove the question papers, the government said.

Several moderators are involved in preparing the question bank and are not aware of which questions will eventually form part of the examination paper, the government submitted during the hearing of multiple petitions concerning the NEET-UG 2026 paper leak.

There is need to “institutionalise” the examination system, the Supreme Court observed, while calling for secure confidential infrastructure, stronger cybersecurity, dedicated testing centres, a permanent committee for paper sealing, institutional expertise, a sovereign database and a director-rank officer overseeing security.

“A vibrant system and institutionalisation is what needs to be done,” the Court said, as reported by News18.

It directed the Union Secretary to file an affidavit within three weeks detailing the steps being taken to implement the recommendations of the Radhakrishnan Committee.

Its concern was the institutionalisation of the National Testing Agency (NTA), including its infrastructure, manpower and technological requirements, the Court said.

The matter will be heard again after three weeks.

The NTA was forced to cancel the NEET UG 2026 examination held on May 3 due to the paper leak. The re-examination was held on June 21 amidst tight security.

The paper leak also sparked protests across the country, including at Jantar Mantar in New Delhi. There was chaos after the protesters attempted to march towards Parliament on July 20.
