New Delhi: Indian students in the United States breathed a sigh of relief on Monday after a federal judge in Boston blocked a new rule from President Donald Trump’s administration that would have sharply restricted how long foreign students and journalists could remain in the country.
The rule, set to take effect this week, would have capped student visas (F visas) at four years and limited cultural exchange (J visas) and journalist visas (I visas) to shorter durations. For the nearly 200,000 Indian students enrolled in US universities, the change threatened to disrupt academic plans, research opportunities, and long-term career prospects.
The US Department of Homeland Security (DHS) had formulated the rule, citing national security and the need to prevent fraud in the visa program.
Judge’s Ruling
US District Judge F. Dennis Saylor said the DHA’s justifications were “exceptionally weak” and failed to consider less burdensome alternatives. He noted that the existing system, which allows students to stay for the “duration of status” as long as they remain enrolled, has enabled tens of millions of international students to contribute to US research, innovation, and economic growth.
“The damage to the higher education system and to the economy of the United States is likely to be catastrophic,” Saylor ruled, warning that universities like MIT and Harvard, which host large numbers of Indian graduate students, could lose hundreds of millions of dollars if the rule took effect.
Relieved Voices
For Indian students, the ruling is more than a legal technicality as it preserves stability at a time of uncertainty.
Ananya Gupta, a PhD candidate at MIT, said, “We were worried that our research projects would be cut short. This decision means we can focus on our work without constantly worrying about visa deadlines”.
Rohit Menon, an MBA student at Harvard, said: “Indian students invest huge sums to study here. A four-year cap would have made long programs and internships impossible. The judge’s ruling gives us hope that the US still values international talent”.
Priya Nair, a journalism student in New York, echoed the relief. “For those of us on J or I visas, the proposed limits were terrifying. We came here to learn and contribute, not to be treated like temporary visitors. This ruling feels like recognition of our role in the US”.
Broader Impact
Indian students are among the largest international student groups in the US, second only to Chinese students. The blocked rule would have forced many to reconsider their plans, potentially shifting applications toward Canada, Australia, or Germany.
Miriam Feldblum of the Presidents’ Alliance on Higher Education and Immigration, one of the plaintiffs, said the ruling preserves America’s ability to “attract, educate, and retain global talent”. For Indian students, it means their academic journeys can continue without abrupt disruption.
