800 Million Young People Face Jobless Future Unless Nations Act, UNDP Warns

Approximately 800 million young people entering labour markets in developing economies over the coming years will not find jobs unless countries take decisive action, the head of the United Nations Development Programme (UNDP) warned this week. The stark projection coincides with the launch of two new global initiatives designed to attract investment, strengthen business environments and convert growth into employment.

Speaking from Bangkok during the World Bank Group-International Monetary Fund Annual Meetings, UNDP Administrator Alexander De Croo told a New York press briefing that 1.2 billion young people will graduate from school and enter the workforce over the next 15 years. Only about 400 million jobs are expected to be available under current trends, leaving 800 million without work. “That is not going to go by itself. This is the result of policy,” he said.

Demographic Pressures And The Jobs Gap

The shortfall is driven largely by demographics. In many developing countries the median age sits between 18 and 25, creating a large cohort of new entrants each year. Projections rest on the current state of technology and economic structures. De Croo stressed that active labour policies can alter the outlook, noting that sectors such as care, agriculture and tourism will continue generating employment even as artificial intelligence advances. “Job creation is actually the only real sustainable way for people to grow out of poverty,” he emphasised.

The warning comes against a backdrop of rising multidimensional poverty. For the first time since 2010 the number of people experiencing overlapping deprivations in health, education and living standards has increased, reaching 1.2 billion according to the latest global Multidimensional Poverty Index. More than half of those affected are children, and the overwhelming majority live in rural areas of sub-Saharan Africa and South Asia.

Two Initiatives To Bridge Investment And Employment

To address the gap, UNDP unveiled the Investment Accelerator and the Jobs for Prosperity Facility. Both form part of five new corporate flagship initiatives supporting the agency’s Strategic Plan for 2026-2029. They are backed by expanded partnerships with the World Bank Group, the European Investment Bank and the European Bank for Reconstruction and Development. Pilot activities are already under way in Nepal, Yemen, Haiti, Lebanon and Ghana.

The Investment Accelerator will assist governments in improving investment policies and legal frameworks, building pipelines of investment-ready projects and moving them from preparation to implementation. The Jobs for Prosperity Facility will help countries identify sectors with strong job-creation potential, align skills training with employer demand and remove barriers to business investment and hiring. Together the programmes aim to strengthen businesses, expand productive capacity and ensure that capital translates into sustained, better-paid employment.

UNDP already works with more than 100 countries on financing frameworks and has identified over 700 Sustainable Development Goal investment opportunities across more than 50 nations. Since 2022 its supported activities have helped align or leverage more than $920 billion in public and private finance toward the Goals. New memoranda of understanding with the European Investment Bank and the European Bank for Reconstruction and Development, expected to be signed during the Annual Meetings, will deepen this cooperation.

A Triple Shock Hitting Developing Economies

The initiatives arrive as many developing countries confront what De Croo described as a “triple shock”: high energy costs, one of the most pronounced El Niño events since 1950, and elevated borrowing costs. A new UNDP report, No Time to Recover: Compounding Crises, Depleted Fiscal Buffers, and What It Means for Developing Economies, highlights the fiscal squeeze. The median developing country now spends 9.5 per cent of total government income on interest payments alone – the highest level in a quarter of a century and more than three times the share in high-income countries.

Full transmission of recent energy and food price increases could push an additional 130 million people below the $6.85-a-day poverty line, according to the report. Governments have cushioned price rises through subsidies at substantial cost, yet fiscal space is rapidly eroding. All 26 UNDP country offices surveyed expect further pressure; half already face economic or fiscal stress, and ten are preparing for El Niño impacts.

While the global economy has shown greater resilience than many expected, that resilience remains unevenly shared. Some countries retain strong fundamentals; others lack the buffers to withstand successive shocks. “Those numbers should absolutely be a wake-up call to all of us,” De Croo said.

Policy Choices That Shape Futures

The scale of the challenge is not inevitable. De Croo repeatedly framed the jobs gap as a policy outcome rather than an immutable demographic fate. Targeted active labour-market measures, support for labour-intensive sectors and the mobilisation of financing can shift trajectories. Insurance and risk-finance instruments also feature prominently: natural catastrophes in Asia alone caused $65 billion in economic losses in 2025, of which only $5 billion was insured, leaving governments, businesses and households to absorb the rest.

Partnerships with the private sector, including ongoing collaboration with Generali on small-business resilience and sovereign risk-financing solutions, illustrate one practical pathway. By reducing investment risks and protecting productive capacity, such tools can help turn national priorities into bankable projects that generate employment.

International Implications And The Road Ahead

The warning carries global consequences. Large numbers of jobless youth in developing economies risk fuelling instability, migration pressures and lost economic potential that ultimately affect growth, trade and security far beyond national borders. Conversely, successful job creation on this scale would accelerate poverty reduction, expand consumer markets and contribute to more balanced global development.

UNDP’s approach rests on connecting economic policy, finance, business development and labour markets more tightly. The Investment Accelerator and Jobs for Prosperity Facility represent concrete mechanisms for doing so, but their impact will depend on sustained political commitment, adequate financing and the ability of governments to implement reforms that translate investment into inclusive employment.

As De Croo noted, developing countries possess considerable economic potential and clear ambitions for growth. The question is whether the international community and national policymakers will supply the policy frameworks, partnerships and resources needed to convert that potential into jobs for the hundreds of millions of young people now entering the workforce. The alternative – a generation facing limited opportunities – would represent a profound failure of collective action at a moment when the need for effective development cooperation has rarely been greater.
