After Kashmiri Pandits In Kashmir, Those In Jammu Also Receive Threat

Srinagar/Jammu: After Kashmiri Pandits who returned to the Valley under the government’s employment and rehabilitation programme, those displaced and living in Jammu, have now been threatened through a letter.

What has shocked security agencies is the fact that the letter mentions specific residential details, including house numbers and street names.
Officials have been left wondering how information about members of the displaced community is being obtained.

The purported threat letter names around half a dozen Kashmiri Pandits living in different parts of Jammu. It describes them as “white collar terrorists” and “traitors” working for their “masters” in Delhi, as reported by Deccan Herald.

The threat letter says that their movements are being watched.

“Wherever you are and wherever you go, we are watching your every move,” the letter, signed by one Ahmed Bilal, says.

The threat is purportedly issued by the United Liberation Council (ULC). Security agencies are examining its authenticity and trying to establish who is behind it. They have not publicly confirmed the group’s involvement, as yet.

The letter also draws a distinction between Pandits who remained in Kashmir and those who migrated. It says those who stayed back are safe, while targeting those who left the Valley and those allegedly trying to implement an RSS agenda in Jammu and Kashmir.

There is a difference between the latest communication and the earlier threat letter that surfaced earlier this month. The earlier letter targeted Kashmiri Pandit government employees working in the Valley. It reportedly carried their phone numbers and warned them against their activities.

The latest one goes further. Its targets, according to the letter, include displaced Pandits living in Jammu.

Security agencies are examining whether the details were obtained through local networks, publicly accessible records or some form of surveillance. There is no official finding yet on how the information was sourced.

This comes even as the government continues its employment and rehabilitation measures for Kashmiri migrants.

The Centre has earmarked 6,000 government posts for Kashmiri migrant youth. Appointment orders for 5,896 candidates, or 98.26 per cent of the sanctioned posts, had been issued by March 2026, according to the Ministry of Home Affairs.

The Centre has also approved 6,000 transit accommodation units at 20 locations in the Valley for migrant employees. Of these, 4,112 had been constructed and 3,257 allotted by March.

The employment package has been a key part of efforts to facilitate the return and rehabilitation of displaced Kashmiri migrants.

After the 2022 killing of Kashmiri Pandit employee Rahul Bhat in Budgam, security concerns about those who were rehabilitated. The killing triggered protests and demands for relocation among Pandit employees.

The Kashmiri Pandits, a Hindu community indigenous to the Valley, began leaving in large numbers from late 1989 and early 1990 as an armed insurgency intensified and targeted killings, threats and intimidation spread.

While most settled in Jammu and Delhi, some also migrated to other parts of the country.
