Bhubaneswar: The Bhubaneswar Development Authority (BDA) on Tuesday signed an agreement with Singapore-based urban planning and consultancy firm Surbana Jurong to prepare a comprehensive master plan for a proposed New City in the state capital.
The ambitious project will cover around 800 acres across the mouzas of Gothapatna, Malipada, and Daspur. It is being envisioned as a multi-economic growth zone that aligns with the state government’s long-term vision outlined in “Vikshit Odisha 2036.”
The agreement was formally signed by BDA Secretary Manas Ranjan Padhi and Surbana Jurong’s Deputy Director Manideep Dutta.
According to officials, the New City is being planned as a transit-oriented urban development with emphasis on efficient public transportation, reduced commuting times, and well-integrated mixed land use. A major priority of the project is “Housing for All,” which will include diverse and affordable housing options tailored to meet the needs of different income groups.
BDA Vice-Chairman Chanchal Rana said that the proposed city will boast world-class infrastructure, featuring MICE (Meetings, Incentives, Conferences, and Exhibitions) facilities, plug-and-play innovation hubs, and advanced data management centres. He added that the plan will place special emphasis on creative placemaking through central forest parks, gateway plazas, and vibrant public spaces aimed at fostering greater community interaction.
The project will also incorporate smart and green infrastructure solutions to boost climate resilience, environmental sustainability, and overall quality of life. The BDA has been designated as the nodal agency for its implementation.
Once completed, the New City master plan is expected to provide a structured framework for Bhubaneswar’s future expansion, help control unplanned urban sprawl, and significantly strengthen the city’s infrastructure.
The signing ceremony was also attended by senior officials, including Deputy Commissioner and Nodal Officer (New City) Bhabataran Sahu, Associate Town Planner Omkar Mohanty, Assistant Town Planner Manasi Mohanty, and PMU Team Leader Ajay Jha.
