Bhubaneswar: The Commissionerate Police on Friday submitted a chargesheet against three persons in connection with the alleged assault on a city-based businessman, Parbinder Pal Singh, in the Odisha capital.
According to police sources, the charges have been framed on the basis of a medical report, CCTV footage and eyewitness account. The investigative officer has appealed to the SDJM court here for an early cognisance and trial.
The victim had earlier termed the police action as inadequate and questioned as to why the attackers were not booked under stringent sections of the IPC, including Section 307.
The accused – Sankar Rout, Deepak Mohanty and Deepak Jena were granted bail within hours of being arrested on Wednesday.
The businessman was beaten black and blue when he reportedly asked two men to move their vehicle from front of the entrance of his apartment in Laxmi Sagar area on Tuesday. The incident took place in front of his minor daughter and in the presence of policemen, who allegedly stood there as mute spectators.
In his complaint, the businessman alleged that the accused had also abused him. “I managed to get inside my house and dial 100. When the police arrived, they insisted that I come outside despite my reluctance. The anti-socials then thrashed me in front of the police,” he said.
Besides arresting the three accused, the Commissionerate Police had acted swiftly and permanently removed the PCR van in-charge from the police department for negligence.
Police Commissioner Sudhanshu Sarangi had earlier asked the officer concerned to submit a chargesheet against the accused within three days.
