Bhubaneswar: Taking note of the irregular attendance of the higher education department employees, the Odisha government has made biometric attendance mandatory for them.
The biometric attendance recording system, which came into effect on Monday, is used in the following manner:
— Every employee is required to record his/her ‘office in’ and ‘office out’ time in the biometric attendance recording device.
— Non-recording of these times shall be treated as absence from duty for that day.
— Employees are expected to come to the office by 10 am. However, considering the prevailing scenario, a grace period of half an hour will be allowed for ‘office in’ timing.
— Every employee is required to be present in the office for at least 7.30 hours a day. If the employee’s ‘office in’ time is 10.30 am, then he/she cannot leave the office before 6 pm.
—Compulsory deduction of half-day leave if the attendance is more than four hours and less than 7.30 hours on a day.
—Compulsory deduction of one-day leave, if the attendance of the employee is less than four hours on a day.
— Arriving at the office after 10.30 am and before 11 am shall be treated as late attendance and there will be forfeiture of a day of casual leave for three days of late attendance in a month.
—If an employee arrives at the office after 11 am irrespective of the ‘office out’ time, there will be a compulsory deduction of one-day leave.
—An employee may have to work beyond 5.30 pm or beyond 7.30 hours of duty in a day in case of need.
—An employee, being not on leave, cannot record office in/Office Out time for genuine reasons if he/she is on an official tour. In such cases, the superior officer can exempt the employee after receiving his/her application.
—The office establishment section will furnish the absentee statement as per the above statement and prepare the salary bill as per the above-mentioned instructions.
