Bhubaneswar: The term for the Vice-Chancellor of Biju Patnaik University of Technology (BPUT) will now be four years instead of the current five years as per the proposed amendment to BPUT Act, 2002, approved by the Odisha Cabinet on Tuesday.
Professors, Readers and lecturers will also be re-designated as professors, associate professors and assistant professors.
An OAS officer, not below the rank of joint secretary, will now be appointed as BPUT registrar.
Similarly, an officer, not below the rank of Joint Secretary to Government belonging to the Odisha Finance Service, will be posted as the Finance Officer of the University.
The amendments have been proposed in line with the Odisha Universities (amendment) legislation passed in the assembly. These are aimed at smooth functioning of the technical university and academic excellence.
THE APPROVED PROPOSAL
>> A committee comprising three members headed by a professor will be constituted by the Vice-Chancellor to finalise disciplinary action against students of BPUT. The Vice-Chancellor will act as appellate authority against the orders of the disciplinary committee.
>> “Constituent College” in the BPUT Act will be redefined as a college established and controlled by the University so as to convert the status of government engineering colleges from constituent colleges of BPUT and bring them under their respective autonomous Board of Governors for proper administration.
>> On commencement of the Act, CET Bhubaneswar will cease to be a constituent college of BPUT and will be an affiliated college with its Board of Governors functioning as its apex body.
>> A selection committee will be formed for the recruitment of teaching and non-teaching staff with prior approval of the government. Since Skill Development & Technical Education Department is its administrative department, the words ‘Industries Department’ appearing in different sections of this Act will be substituted by ‘Skill Development & Technical Education Department’.
>> A principal of any government engineering college will be nominated by the government to the Board of BPUT for better coordination.
>> The University will submit its annual report within six months from the closure of each financial year to the government for placing the same before the Odisha Legislative Assembly.
