New Delhi: The Centre has issued a formal show-cause notice to Vivek Banzal, Director (CFA) of Bharat Sanchar Nigam Limited (BSNL), after an internal protocol order for his proposed Prayagraj visit sparked widespread controversy and criticism, according to reports.
Controversial Protocol and Cancellation
The row erupted earlier this week when a detailed office order outlining hospitality and logistical arrangements for Banzal’s planned trip to Prayagraj on February 25–26 was widely shared on social media. The document assigned almost 50 BSNL officials to carry out close to 20 distinct tasks, including arranging transport, meeting venues and visits to religious sites such as the Sangam, and even preparing “snan kits” containing towels, combs, mirrors, undergarments, oil bottles and other personal items, according to an ET report.
The extensive and unusually detailed itinerary drew sharp criticism from netizens and political quarters alike, with many questioning the use of public sector staff and resources for arrangements widely perceived as excessive or personal in nature. Following the backlash, the BSNL trip was formally cancelled.
Government Response and Show-Cause Notice
Addressing the issue on Wednesday, Union Communications Minister Jyotiraditya Scindia described the episode as “improper,” “unacceptable,” and a violation of established rules and traditions. He said that such conduct undermines institutional discipline and underlined that the government is taking the matter seriously.
Scindia confirmed that a show-cause notice has been served on Banzal, requesting a written explanation within seven days. The communications ministry has stated that appropriate action will follow after reviewing the director’s response.

Government sources further noted that adherence to protocol and responsible use of public resources by officials in state-run enterprises is critical, and deviations from accepted norms will not be tolerated. BSNL officials have also acknowledged that the internal order did not follow established standards and that disciplinary action has been initiated.
