Bhubaneswar: The Rs 3.10 lakh crore Buget for the financial year 2026-27 presented by Chief Minister Mohan Charan Majhi on Friday, reflected the government’s priorities on inclusive growth, rural development, women empowerment, agriculture, infrastructure, and tourism.

Described as a roadmap for a “Viksit Odisha”, the budget emphasises welfare schemes, employment generation, and balanced regional progress. It projects a revenue surplus of approximately Rs 33,000 crore, underscoring fiscal stability amid expanded public spending. A substantial portion, around Rs 1.80 lakh crore, has been allocated for programme expenditures, with key sectors like Finance, Panchayati Raj, School Education, and Health Receiving major shares.

Seven departments, which got the highest allocation in the budget, are as follows:

>> Rs 65,292 crore proposed for Finance Department
>> Rs 34,166 crore for Panchayati Raj and Drinking Water Supply Department
>> Rs 31, 997 crore proposed for School and Mass Education Department
>> Rs 23,182 crore proposed for Health and Family Welfare Department
>> Rs 16,488 crore for Water Resources Department
>> Rs 16,152 crore proposed in budget for Women and Child Development Department
>> Rs 14,701 crore for Agriculture and Farmers’ Empowerment

While programme expenditure is around 58 per cent of the total budget estimates, Majhi said that administrative expenditure is proposed at Rs 1,14,000 crore, while the outlay for Disaster Risk Management Funds is Rs 5,375 crore. The capital outlay of Rs 72,100 crore estimated in the budget is 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the state budget, the CM added.
