Bhubaneswar: Hours after the oath-taking ceremony of the new council of ministers on Wednesday, the Home portfolio (independent charge), given to cabinet minister Prafulla Mallick, was withdrawn and given to minister of state for Energy, Industry and MSME, Dibya Shankar Mishra.
A decision to this effect was taken as per Constitutional provisions, which states that a cabinet minister cannot simultaneously hold a minister of state’s portfolio.
Mallick, who has cabinet minister rank, holds the portfolios of Steel and Mines and Works.
