Bhubaneswar: Chief Minister Naveen Patnaik on Monday asserted that his government has fulfilled all the promises it gave to the people in the last 20 years.

“People-centric governance is the essence of a true democracy. The continuous trust of the people of Odisha is the ultimate energy that guides the policies of my government. Our resolve to carve out a new empowered Odisha is firm,” the Chief Minister said in the State Assembly on the motion of thanks to the Governor’s speech on the first day of the budget session.

Listing out the achievements of his government, he said during the last 20 years of governance, the state government has delivered what it had promised.

“There was a time Odisha was identified with acute poverty and calamities. Today, we are known for the highest reduction of poverty in the country and setting global benchmarks in disaster management. We are the only state, which has doubled the income of the farmers. We have brought more than 8 million people out of poverty in the last decade. This could not have been possible without bringing in significant improvements in the household income of the farmers of the state,” the Chief Minister said, referring to the KALIA scheme.

Claiming that Biju Swasthya Kalyan Yojana has provided free healthcare services to all citizens irrespective of their income, or status in all government medical facilities, he said that the Odisha model of achieving a sharp decline in malaria has been acknowledged globally by the World Health Organization (WHO).

He also said that his government has successfully launched Mission Shakti and Women’s Self-Help Group movement for the empowerment of women. Besides, more than 40 lakh mothers of the Particularly Vulnerable Tribal Groups (PVTG) have been assisted under the MAMATA scheme.

To ensure sustainable, inclusive and livable cities for urban people, the Chief Minister said that the state government has launched “24 X 7 Drink from Tap”, for assured quality water supply. Besides, through the Jaga Mission, land rights have been granted to more than 57,000 families on in-situ basis in all the 109 Municipalities and NACs. “Jaga Mission got global recognition in the World Habitat Awards-2019,” he added.

Talking about the 5T initiative, the Chief Minister said that his government is determined to measure up to that expectation and hard work for the complete transformation of the state by implementing the 5T mantra.

He said the state government, as part of its pro-people governance, has set the following targets this year.

—By August 15, 2020 people will have the freedom not to visit government offices for any services. They will have the option of online services, professionally run common service centre or door delivery.
— Shifting of all wage payments through banks for all line departments by April 1.
— Integrated Financial Management System (IFMS) in all government transactions across departments by April 1.
—Mo Sarkar in all departments by March 5.

“We have now reached a certain stage in development and governance from where we should take a leap to the next level. People are aspirational and that should motivate us to provide an effective governance,” the Chief Minister pointed out.
