Bhubaneswar: The Commissionerate Police on Sunday announced a set of 14 mandatory rules to ensure discipline, safety, and smooth conduct of the jatra performances at the ongoing Magha Mela at Khandagiri and Udayagiri in Bhubaneswar.
Notices have already been served to the concerned jatra committees, making compliance compulsory.
The annual Magha Mela, also known as the Khandagiri Magh Mela, commenced on Sunday and will continue until February 7, drawing thousands of devotees, visitors, and performers to this historic cultural festival near the ancient caves.
The guidelines emphasise strict crowd management measures, given the large footfall anticipated during the mela. Police officials have directed jatra committees to maintain order during performances, avoid overcrowding at entry and exit points, and ensure that emergency pathways remain clear. Organisers have also been instructed to deploy volunteers for assisting visitors and to coordinate closely with law enforcement personnel stationed at the venue.
To prevent disturbances, the rules mandate that jatra performances must adhere to fixed timings and avoid late-night shows that could disrupt public order. Sound levels are to be kept within permissible limits, and any content deemed offensive or provocative will not be allowed.
Police have stressed that cultural presentations should reflect the spirit of the festival without causing inconvenience to the public. A complete ban has been imposed on alcohol consumption, gambling, and any unruly behavior within the mela premises.
Organisers have been warned against allowing unauthorised stalls or activities that could obstruct public movement. Strict action will be taken against violators, with police patrols and surveillance teams deployed to monitor compliance.
Each jatra committee has been asked to appoint a nodal officer to liaise with the police and ensure adherence to the rules. Committees must also provide details of performers, schedules, and logistical arrangements in advance. This coordination is expected to streamline the conduct of the festival and minimise chances of conflict or mismanagement.
Senior officials of the Commissionerate Police have assured that adequate security arrangements, including CCTV monitoring, barricading, and traffic regulation, will be in place throughout the mela. Special teams will be deployed to manage vehicular flow around Khandagiri and Udayagiri, ensuring smooth access for devotees and tourists.
