Bhubaneswar: The Odisha government has asked all state employees to submit their updated annual property statements to be considered for promotion.
The General Administration Department issued an order in this regard on November 27.
According to official sources, the fresh circular was issued after the government noticed that a significant number of employees had missed the deadline despite repeated reminders. Property statements are a prerequisite for promotion as per the Odisha Government Servants’ Conduct (Amendment) Rules, 2021, and the employees are usually required to submit those by January.
The sources further stated that any employee who fails to file the updated property statement before the Departmental Promotion Committee (DPC) meets will be declared “not suitable” for promotion. Promotions and related service benefits will be withheld until they file their complete property declarations.
Vacancies will not be kept pending for such employees and instead will be filled up on the eligibility of those who have complied with the property statement requirements.
However, defaulters who submit the required property statement within the grace period permitted by the government after the DPC meeting can still be considered in the next DPC if they are otherwise eligible. “He/she can be granted national promotion from the date on which his/her junior was promoted, and his seniority shall be maintained,” the circular stated.
