Odisha CM Approves Rehab Package For Expansion Of SCB Hospital

Bhubaneswar: To carry out the expansion work of SCB Medical College and Hospital in Cuttack in order to make it a state-of-the-art hospital with 3000 beds, Chief Minister Naveen Patnaik on Saturday approved a special package for the rehabilitation of affected people, business establishments and other organizations.

As per the CM’s announcement, the state government will compensate people having permanent/unauthorised houses and shops, temporary shops as well as to religious institutions, clubs, sheds and the fish market complex under Right To Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

The Cuttack collector, who will execute the rehabilitation and resettlement policy, can take a decision to increase and change the financial assistance to affected families and organizations following the recommendation of the Revenue Divisional Commissioner (RDC), Central Division.

The details of the package are as follows:

—The state government will acquire private land and houses registered in the name of the owners through direct payment.
—For the relocation of the affected families, Rs 1 lakh will be provided to each family towards transportation and contingency arrangement.
—One-time payment of Rs 50,000 to each family having an unauthorized house.
—Those having temporary sheds will be provided a plot measuring 15×15 feet with a license to construct their temporary shed in another location in the city identified by the district administration and the Cuttack Municipal Corporation (CMC). The CMC will provide basic amenities to the people residing in these temporary sheds. The people will leave their temporary sheds after they are permanently settled in the houses to be constructed by the government under the Sulabh Housing scheme.
—The CMC and Cuttack district administration will provide free food to each family staying in the temporary sheds for eight days.
—The CMC will bear the transportation cost during the shifting of these families to the temporary sheds.
—The shopkeepers and fish sellers registered by the CMC will be provided one-time assistance of Rs 1 lakh each while the CMC will refund their security deposit.
—The temporary shopkeepers will be provided space in the CMC vending zone on a priority basis.
—Shops built on private land will be acquired through direct payment.

Relocation Assistance

—For the relocation of the affected families, the state government will provide Rs 1 lakh assistance to each family towards transportation and other contingency arrangements. Of this, half of the amount will be paid during their shifting and the remaining amount after they vacate the area where they were residing earlier.
—Traders having unauthorized shops will be given one-time compensation of Rs 30,000 each.
—Those having temporary shops will be given one-time compensation of Rs 20,000 each.
—The district collector will provide one-time compensation of Rs 1 lakh to each religious institution and club.
—For the eviction of cowsheds, one-time compensation of Rs 20,000 will be provided to each cowshed.

Special Assistance For Govt Employees

—For the shifting of the employees residing in government quarters near the hospital and its periphery, special financial assistance along with house rent will be provided to them for 12 months till the allotment of government quarters in other areas of the city.

The special assistance as decided by the government is as follows:

Class I employee- Rs 12,500
Class II employee-Rs 10,000
Class III employee- Rs 7500
Class IV employee-Rs 5000

For the relocation of religious institutions, organizations and clubs in rented houses, a committee under the chairmanship of the RDC, will decide the rent amount in accordance with the market price.
