Bhubaneswar: Chief Mohan Charan Majhi, who holds the Finance portfolio, presented a robust state budget of Rs 3.10 lakh crore for 2026-27 fiscal in the Odisha Assembly on Friday.

The third annual budget presented by the BJP government with a total outlay of over Rs 3.10,000 crore marks a substantial increase from the budget estimates of Rs 2,90,000 crore for the 2025-26 financial year. The government had also tabled a Supplementary Budget proposal of Rs 17,440 crore for 2025-26 in November.

This year’s Budget size marked a 6.9 per cent increase compared to estimates of the previous financial year.

Revenue collection during the upcoming fiscal has been set at Rs 2,48,000 crore, while revenue expenditure is estimated at Rs 2,15,000 crore. Similarly, capital expenditure has been fixed at 94,500 crore as the budget is Rs 33,000 crore revenue surplus, said Majhi.

While presenting the budget, Majhi said that Odisha government is committed towards ensuring fast paced development which has been a long-standing demand of people.

Delivering his budget speech, the Chief Minister said an amount of Rs 1,000 crore has been allocated for the Shri Jagannath Museum and Library Centre. This apart, an online digital hundi named ‘Samarpan’ has been introduced for the Shree Jagannath Temple in Puri, while Rs five crore has been proposed for the inventory and counting of the valuables of the Ratna Bhandar of the 12th century shrine.

Stressing that the budget goes beyond mere numbers and allocations, he said it offers a comprehensive roadmap for inclusive and equitable growth across the state. The budget outlines the government’s roadmap for growth, welfare, and infrastructure expansion. The budget aims to focus on strengthening social sector spending, boosting capital investment, and accelerating economic development across key sectors.

As per PM Narendra Modi’s vision of ‘Sabka Saath Sabka Vikas Sabka Viswas’ the state government is working round-the-clock to ensure rapid and balanced development, he said, adding that Odisha will become the growth engine for 2047 Viksit Bharat mission of the government.

Provisions for 2026-27 fiscal show that the budget has allocated the highest amount of Rs 65,295.17 crore for the Finance Department, followed by Rs 34,004.06 crore for the Panchayati Raj and Drinking Water Department, Rs 31,997.53 crore for the School and Mass Education Department and Rs 23,182.14 crore for health and Family Welfare Department.

The CM has allocated Rs 11,028.56 crore for the Home Department, Rs 13,451 crore for the Works Department, Rs 10,726.86 crore for Housing and Urban Development Department, Rs 16,488.92 crore for the Water Resources Department and Rs 14,701.39 crore for the Agriculture and Farmers’ Empowerment Department.

A glance at provisions made for various initiatives and schemes shows that Rs 5575 crore is allocated for VB-G RAM G, while Rs 635 crore is allocated for prosperous Anganwadi Yojana, Rs 100 crore for 100 Smart Farm Markets (Model Mandi), Rs 240 crore for the world’s largest grain storage project, Rs 10 crore for the Rare Earth Corridor, Rs 23 crore for the state AI mission and Rs 150 crore earmarked for Tourism Land Bank Scheme.
