Bhubaneswar: Chief Minister Mohan Majhi, who holds the Finance portfolio, presented a Supplementary Budget of Rs 17,440 crore for the current financial year 2025-26 in the Odisha Assembly on Friday.

While the main budget for 2025-26 has an outlay of Rs 2.90 lakh crore, the supplementary budget will primarily fund ongoing flagship schemes in health, education, social security and urban infrastructure.

According to an official release, the requirement of funds for public welfare and developmental activities in the state will be fulfilled mainly through reallocation of available resources and receipt of tied-up resources from various sources. “The supplementary provision of Rs 13,716 crore under Programme Expenditure is to be financed by tied-up resources to the extent of Rs.1232 crore and the differential amount would be met through savings and year-end surrender of funds,” it said.

Provision for Administrative Expenditure

➢ Total outlay for the Administrative Expenditure is Rs 3389 crore, out of which Rs 1406 crore is for Debt Servicing and Rs 133 crore for recoupment of OCF advance.

➢ Rs 205 crore is provided towards maintenance of Govt Residential Buildings and Rs 306 crore for maintenance of non-residential buildings.

➢ Rs 250 crore is provided for Maintenance of Roads and Bridges.

➢ Rs 116 crore towards Operation & Maintenance of Rural Piped Water Supply Projects.

➢ Rs 66 crore for Grants to Odisha Lift Irrigation Corporation (OLIC) under Revival of Defunct LIPs of Pani Panchayats and Rs 20 crore of performance incentives to OLIC.

➢ Rs 42 crore is provided towards conduct of Zilla Parishad Election.

➢ Rs 23 crore is provided towards conduct of recruitment examinations by Odisha Sub-ordinate Staff Selection Commission.

➢ Rs 36 crore is provided for Government General Colleges and Rs 16 crore for Government Training Colleges.

➢ Rs 13 crore is provided as Grants to Board of Secondary Education, Odisha.

➢ Grants of Rs 5 crore for Utkal University and Rs 14 crore for Ravenshaw University.

Disaster Risk Mitigation

➢ Total of Rs 171 crore is provided under National Disaster Risk Mitigation for modernisation and extension of Fire Services.

Transfers from State

➢ Total of Rs 164 crore is provided towards Transfer to PRIs as per SFC Award in the Supplementary Statement of Expenditure, 2025-26.

Provisions for Programme Expenditure and Priority Sectors

Farmers’ welfare & food security

➢ Rs 3000 crore is provided under Revolving fund for Paddy Procurement.

➢ Rs 1325 crore is provided for Subsidy under Public Distribution System.

➢ Rs 850 crore is for towards MSP and input assistance to farmers under Samrudha Krushaka Yojana.

➢ Rs 137 crore is provisioned for Prani Sampad Samruddhi Yojana – Poultry Development.

➢ Rs 94 crore is provisioned for Mukhyamantri Kamadhenu Yojana (MKY) – Dairy Development.

➢ Rs 117 crore is provisioned for Mukhyamantri Maschyajibi Kalyan Yojana (MMKY).

➢ Provision of Rs 100 crore for Sustainable Harnessing of ground water in water deficit areas.

➢ Rs 300 crore of Interest Subvention to Co-op. Banks/ PACs for loan to farmers and Rs 96 crore for Infrastructure Development of Cooperative Institutions.

Health Care

➢ Rs 994 crore is provided for CSS Scheme National Health Mission.

➢ Rs 50 crore is allocated for upgradation of Medical College, Cuttack for starting new P.G. Course.

➢ For affordable tertiary health services Rs 40 crore is allocated under Gopabandhu Jana Arogya Yojana.

➢ Rs 13 crore for T.B. Control Programme.

Empowering Women and Children

➢ Rs 295 crore is provided for SUBHADRA yojana.

➢ Rs 200 crore is for completion of incomplete Building of Anganwadi Centres.

➢ Rs 142 crore is provided for conditional cash transfer for Pregnant women under MAMATA.

➢ Rs 69 crore is provided for State Support to ICDS.

➢ Rs 41 crore for construction of Working Women’s Hostel.

➢ Rs 11 crore is provided under Jashoda-ASHIRBAD for care, protection, education and financial security of parentless, single-parent, and neglected children.

➢ Rs 33 crore is provided for Shakti Sadan (SAMARTHYA).

➢ Provision of Rs 405 crore under Mission Shakti Programme.

➢ Provision of Rs 426 crore under National Rural Livelihood Mission (NRLM).

Education, Sports & Skill Development

➢ Provision of Rs 392 crore under PM-POSHAN.

➢ Rs 320 crore is provided for Odisha Adarsha Vidyalaya.

➢ Allocation of Rs 307 crore as State Support for Samagra Shiksha.

➢ Provision of Rs 207 crore of grants for Non-Govt High Schools and Rs 121 crore of grants for Non-Govt Higher Secondary Schools.

➢ Provision of Rs 71 crore for Mukhya Mantri Poshan Shakti Nirmana (MM POSHAN).

➢ Rs 71 crore is allocated for Reimbursement of per child expenditure in favour of unaided Schools under RTE Act.

➢ Rs 51 crore allocated towards supply of Textbooks to all students of ClassIX and X.

➢ Provision of Rs 51 crore for Panchasakha Sikhya Setu Yojana.

➢ Rs 47 crore is provided for Training of Inspecting Officers.

➢ Rs 19 crore is allocated for Mukhyamantri Chhatrachhatri Paridhan Yojana.

➢ Allocation of Rs 188 crore under CSS Scheme PM JANMAN.

➢ Provision of Rs 98 crore as grants for new eligible Non-Govt. Colleges.

➢ Rs 50 crore is towards infrastructure development of Non-Government Colleges.

➢ Rs 37 crore under Information & E-Governance in Higher Education Institutions. ➢ Rs.26 crore is allocated for Government General Colleges.

➢ Rs 15 crore is provided under new scheme SHAKTISHREE to ensure women safety and security.

➢ Provision of Rs 13 crore under World Bank assisted EAP Scheme Strengthening of Higher Education in Odisha.

➢ Rs 90 crore is provided under CSS Scheme Rashtriya Uchhatar Shiksha Abhiyan (RUSA).

➢ Rs 42 crore under CSS Scheme PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs).

➢ Rs 32 crore is allocated as Grants & Assistance for Sports & Games.

ST & SC Development

➢ Rs 216 crore is provided for Mukhyamantri Medhabi Chatra Protsahan Yojana (Pre-Matric and Post-Matric Scholarship).

➢ Rs 147 crore is provided for Pradhan Mantri Adarsha Gram Yojana (PMAJAY).

➢ Rs 80 crore is provided for Post-Matric Scholarship under Scheme for the Development of Scheduled Caste.

➢ Rs 64 crore is provided for Post-Matric Scholarship under Umbrella Scheme for Education of ST Students. ➢ Rs 39 crore is allocated for construction of Hostels for Tribal Students.

➢ Rs 21 crore is allocated as Support to Tribal Research Institutes.

➢ Provision of Rs 13 crore for Post-Matric Scholarship for Other Backward Classes (OBC), Economically Backward Classes (EBC), and Denotified, Nomadic Tribes (DNT) Students under PM Young Achievers Scholarship Award Scheme for Vibrant India For OBCs and Others (PM -YASASVI).

Forest & Environment

➢ Rs 242 crore is provided for Compensatory Afforestation Fund.

➢ Rs 80 crore for Development and beautification of Nandankanan Zoo and Rs 80 crore for Development of Eco-Tourism.

➢ Rs 25 crore for Wildlife Protection and Conservation Measure and Rs 25 crore for Management of Elephant Corridor.

➢ Rs 31 crore is allocated for Green Climate Fund Project.

➢ Rs 29 crore is provided for Green Mahanadi Mission and Rs 12 crore is provided for increasing the Green Cover in the State.

➢ Rs 20 crore is provided for Regional Plant Resources Centre and Biodiversity Board.

➢ CSS Schemes: Rs 7 crore under Conservation of Natural Resources and Ecosystems and Rs 3 crore under National Bamboo Mission.

Panchayati Raj and Rural Development

➢ Rs 142 crore is provided for Constituency Wise Allocation under Minimum Needs Programme.

➢ Rs 120 crore is provided for Setu Bandhan Yojana – RIDF.

➢ Provision of Rs 57 crore for Viksit Gaon Viksit Odisha.

➢ Provision of Rs 36 crore for construction of Panchayati Raj buildings.

➢ Rs 31 crore of Implementation Support to ORMAS.

➢ Rs 10 crore for IEC activities of Gram Panchayats.

➢ CSS Schemes: Provision of Rs 41 crore under Rashtriya Gram Swaraj Abhiyan and Rs 30 crore under PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan).

Urban Development

➢ Rs 100 crore is provided for urban infrastructure development under Mukhyamantri Sahari Vikas Yojana.

➢ Rs 64 crore is allocated for CSS Scheme AMRUT Project 2.0.

➢ Rs 50 crore is provided for Grants to ULBs for Solid Waste Managements under Swachha Odisha.

➢ Rs 50 crore is provided to WATCO for Urban Water Supply under SUJALA Scheme.

➢ Rs 30 crore is provided for Storm Water Drainage and Rs.30 crore for Urban Mobility under Urban Road Transport (URT).

➢ Rs 15 crore is provided for provision of food at an affordable cost to the urban poor under AAHAAR Scheme. I

Industries

➢ Rs 276 crore is provided for SIDBI Cluster Developement Fund (SCDF).

➢ Rs 50 crore is provided for Din Dayal Karmachari Niwas in Industrial Townships (SCDF).

Infrastructure Development and IT initiatives

➢ Rs 28 crore is allocated for Road Reconstruction Plan in LWE Affected Areas. ➢ Rs.71 crore is allocated for Horizontal Connectivity for OSWAN.

➢ Rs 22 crore is provided for Bharat Net Project.

➢ Rs 4 crore is provided for Submirine Cable Landing Station (CLS) at Puri.

Promotion of Culture and Tourism

➢ Rs 100 crore under Baraputra Aitihya Grama Yojana and Rs 30 crore to Directorate of Culture for organising different cultural programmes.

➢ Rs 90 crore to the Establishment of Kalamandal.

➢ Rs 60 crore of Grants to Cultural Institutions for promotion of Art, Culture and Heritage.

➢ Rs 10 crore is allocated for renovation of Rabindra Mandap and Kala Mandap and Rs 6 crore for State Museum and Research.

➢ Rs 50 is provided for Tourist Information and Publicity

➢ Rs 23 crore is provided for upgrading and Renovating tourism sites.

“With this Supplementary Budget, it is projected to maintain revenue surplus, contain fiscal deficit at around 3% of GSDP and maintain the debt-GSDP ratio at the year-end within the mandated level of 25%,” it said.

The release further noted that the capital outlay for the year 2025-26 will exceed 6% of GSDP, including the Supplementary provision. “This will help in boosting the economic growth and at the same time enable the state to carry forward different developmental and welfare programmes,” it added.
