Odisha Govt’s Public Debt Up, Capital Expenditure Down In 2019-20 Fiscal: CAG

Bhubaneswar: The total public debt and other liabilities of the Odisha government have gone up to Rs 1,26,084 crore by the end of 2019-20 financial year, according to the CAG report tabled in the Assembly on Thursday.

The report of the Comptroller and Auditor General (CAG) of India stated that the public debt of the state government went up to Rs 68,438 crore in 2019-20 financial year from Rs 58,2534 crore in the previous fiscal.
Of the total public debt in 2019-20 fiscal, the internal debt was Rs 60,595 crore while loans and advances from the Centre were Rs 7,843 crore. The public debt stood at Rs 33,757 crore in 2015-16 fiscal.
The CAG also pointed out poor capital expenditure of Rs 25,586 crore during the year which brought down the investment in vital sectors like irrigation, rural development, power infra, roads and bridges. The annual growth of capital expenditure has dropped from 52% to minus 13% in 2019-20.
The report stated that the expenditure on salaries, pensions and interest payments now account for 40 per cent of the total revenue receipts of the government.
