Bhubaneswar: An e-detection system is set to be implemented in Odisha to identify vehicles plying on public roads without valid statutory documents, including Pollution Under Control Certificates (PUCC) and insurance.
According to a public notice issued by the Office of the Transport Commissioner-cum-Chairman, State Transport Authority (STA), Odisha, possession of valid statutory documents, including PUCC and insurance, is mandatory for motor vehicles operating on public roads.
As per the new system, vehicles detected without valid PUCC or insurance will face electronic enforcement. An e-challan will be generated in accordance with the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989, and the prescribed electronic enforcement procedure.
Vehicle owners have been advised to check the validity of their PUCC and insurance and renew them, wherever necessary, before driving on public roads.
The notice also refers to Rule 167 of the Central Motor Vehicles Rules, 1989, under which vehicles with challans remaining undisposed beyond the prescribed statutory period can be flagged as “Not to be Transacted” on the designated portal of the Ministry of Road Transport and Highways (MoRTH).
It has been further clarified that PUC testing is treated as a transaction for the purpose of Rule 167. Accordingly, the pending-challan or “Not to be Transacted” check will operate in the VAHAN-based PUC testing application.
Vehicle owners with pending e-challans have been advised to dispose of them within the prescribed period to avoid restrictions.
These measures are being introduced as part of technology-enabled statutory enforcement aimed at ensuring traffic discipline, environmental compliance, third-party protection and road safety, the Transport Commissioner said.
Vehicle owners have also been asked to verify their statutory document status and pending e-challans through authorised government portals and ensure compliance.
