Bhubaneswar: A mass SMS campaign from the Ministry of Road Transport and Highways sparked widespread anxiety among vehicle owners in Odisha, triggering a sudden rush to renew insurance and pollution under control certificates after an estimated 20 lakh owners received alerts that their vehicles had been shifted to the ‘Permanent Archive’ category on the Vahan portal for prolonged non-renewal of mandatory documents.

The messages, sent in a single day through the central Vahan database, covered two-wheelers, four-wheelers and three-wheelers across the state. A typical SMS read: “Vehicle OD33PXXXX has been moved to ‘Permanent Archive’ on 10-Sep-2026 due to prolonged non-renewal of insurance & PUCC. Continued use of non-compliant vehicle is a legal offence under MV Act. Please contact RTO for applicable procedures.”

Thousands of owners of older vehicles immediately checked their records online or prepared to visit RTOs, with many initially fearing that their registration certificates had been cancelled.

Officials and reports from other platforms have clarified that Permanent Archive is a classification under the Centre’s vehicle categorisation framework rather than outright cancellation of the RC. Vehicles with valid documents remain Active Compliant; those with expired papers for shorter periods fall under Active Non-Compliant or Temporary Archive, while prolonged non-renewal moves them to Permanent Archive. Continued use of such vehicles remains an offence, and insurance claims could face hurdles in the event of an accident.

The compliance push has imposed an immediate financial cost. Two-wheeler insurance renewals start at around Rs 1,000, while four-wheeler policies typically cost Rs 2,000 or more depending on coverage. PUCC fees range from Rs 60 for two-wheelers to Rs 120 for four-wheelers. Insurance agents and pollution testing centres reported a sharp rise in walk-ins and enquiries as owners scrambled to update documents. Satya Mishra, a private-sector employee in Bhubaneswar, said he initially believed his registration had been cancelled. “After receiving the message, I rushed to check the portal and renew pending documents. I thought it would require me to visit the RTO to get more clarification. I am still awaiting an update on the Vahan app,” he told TOI.

Owners with pending traffic challans faced added stress, as several reported that online payment gateways were either rejecting transactions or displaying technical errors, blocking them from clearing dues and updating records.

A PUCC centre in Acharya Vihar noted a sharp increase in customers seeking immediate renewals. “Many people were unaware that their documents had expired until they received the message,” the report quoted, operator Pintu Jena. .

Transport authorities have stated that the exercise aims to improve compliance with motor vehicle regulations and ensure non-compliant vehicles are properly flagged in the central database. Vehicle owners, however, have urged the government to ensure smoother online services and clearer communication on the implications of the archive status and the process for restoration, which in some cases requires application through the Parivahan portal and RTO verification. Similar alerts have been reported in other states, reflecting the nationwide rollout of the classification system.
